CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE in Vietnam is looking for experienced and qualified Vietnamese consultants to fill in two Project Officers positions: Distribution Officer and Community Engagement Officer and one Admin Officer for the project named Mekong Flood Emergency, base in Long An and An Giang.

* Project Summary:

CARE International in Vietnam is responding to the floods in the Mekong Delta region (An Giang and Long An provinces) with the establishment of a short-term emergency program. The primary needs in the flood affected areas are for the provision and distribution of food and livelihood items for the coming few months. CARE is currently setting up a full-time response team of experienced national consultants to carry out the field work functions of this important program, especially working with local authorities and partners. The Project team is responsible to assist the Emergency Filed Coordinator to carry out distribution of emergency goods to the affected communities, government collaboration and planning and reporting functions.

1. Project Officer: Distribution

Position title:                            Project Officer: Distribution

Reporting to:                            Emergency Field Coordinator

Contract:                                  4 months contract with potential of extension contract

Base in:                                    Tan An, Long An with field travel

 

The Project Officer-Distribution will work in several affected districts of Long An province, with extensive field, travel, and will be based out of the CARE offices in Tan An city. S/he is is responsible for cooperating with local partners to ensure activities are carried out quickly and in a well-planned manner.

 The Project Officer-Distribution will assist Emergency Field Coordinator by:

  • Gathering assessment data which may include activities such as organising village/community meetings to define needs, undertaking household interviews and participating in meetings with local authorities
  • Preparation of distribution reports, which include results and key recommendations to direct emergency response activities
  • Support the appropriate preparation of distribution sites and brief local volunteers on their roles and responsibilities in the distribution
  • Support the organisation of the distribution of food/non-food materials to targeted beneficiaries and carry out duties in a manner that treats beneficiaries with dignity and respect and is consistent with CARE’s values and mission
  • Compile and maintain all distribution documentation in a transparent and accurate manner
  • Undertake post distribution monitoring of beneficiaries
  • Maintain good working relations with partners and staff
  • Help translate documents from English into Vietnamese and vice versa when needed
  • Assist in all day-to-day project financial and administrative work and procedures or other
    works required by project manager
  • Represent CARE with government and non-government organizations, donors and relevant
    individuals and organizations.
  • Demonstrated commitment to gender equity and diversity.
  • Promote a safe and secure work environment; foster a safety and security culture;  and ensure
    consistent application of, and compliance with, CARE Vietnam safety and security policies
    and procedures.

 * Selection Criteria

  • Relevant degree or at least two years experience to the position
  • Ability to work effectively as a team member and with minimal supervision
  • Familiarity with the project area and local residence will be an asset
  • Ability to work in fast-paced environment, with long hours and difficult (but rewarding) field travel
  • Willing to travel in remote and challenging environments in the flood zones of Long An province and potentially to An Giang or Ho Chi Minh city, as needed.

2. Project Officer: Community Engagement

Position title:                            Project Officer: Community Engagement

Contract:                                  4 months contract with potential of extension contract

Reporting to:                            Emergency Field Coordinator

Base in:                                    Long Xuyen, An Giang office with field travel

The Project Officer: Community Engagement will work in several affected districts of An Giang province, with extensive field, travel, and will be based out of the CARE offices in Long Xuyen city. S/he is is responsible for cooperating with local partners to ensure activities are carried out quickly and in a well-planned manner.

 The Project Officer-Community Engagement will assist Emergency Field Coordinator by:

  • Gathering assessment data which may include activities such as organising village/community meetings to define needs, undertaking household interviews and participating in meetings with local authorities
  • Plan and prepare related training activities on emergency relief items.
  • Assist in the preparation of training and  distribution reports, which include results and key recommendations to direct emergency response activities
  • Support the appropriate preparation of distribution sites and brief local volunteers on their roles and responsibilities in the distribution
  • Support the organisation of the distribution of food/non-food materials to targeted beneficiaries and carry out duties in a manner that treats beneficiaries with dignity and respect and is consistent with CARE’s values and mission

The Admin Officer is responsible to assist the Emergency Filed Coordinator to carry out administrative, planning, procurement and occasional finance duties, government communications and translation functions. The Officer will work in several affected districts of Long An and An Giang provinces, with extensive field travel, and will be based out of the CARE offices in either Tan An or Long Xuyen city. S/he is is responsible for cooperating with local partners to ensure activities are carried out quickly and in a well-planned manner.

 The Admin Officer will assist Emergency Teams to:

  • Work with authorities and local people to finalize communication and plans;
  • Assist the related admin, finance and procurement duties across the 2 program provinces and
    districts;
  • Maintain good working relations with partners and staff;
  • Translate documents from English into Vietnamese and vice versa when needed;
  • Assist in all day-to-day project procedures or other works required by project manager;

  • Relevant degree or one year experience in a similar position
  • Ability to work effectively as a team member and with minimal supervision
  • Familiarity with the project area and local residents will be an asset
  • Comfortable with fast-paced work environment and frequent field travel.
