Pathfinder International (PI) is a US-based NGO whose mission in Viet Nam is to improve reproductive health (RH) through capacity building and policy-focused initiatives that respond to the needs of the society. To this end, PI supports efforts to strengthen pre-service and in-service training in reproductive health, including core clinical reproductive health practices, youth-friendly services and HIV/AIDS prevention, care and treatment. In addition, PI works to strengthen reproductive health management practices and policies supportive of quality RH training and services in both the public and private sectors. In the private sector, Pathfinder works to strengthen the role and capacity of professional medical associations and supports provincial health departments and MOH in the development of HIV and Human Resource Development policies. Pathfinder is seeking qualified and experienced candidates for the following positions:

1. Program Officer in Health Policy and System Development (Code: PO/Policy) ? (re-advertise):

The position of Program Officer in health policy and system development involves the provision of monitoring and support to Pathfinder?s partners in Viet Nam in policy and system development at central and provincial levels. In particular, the Program Officer monitors and supports grantee activities, coordinates technical assistance and monitors grantee budgets that support the policy and system development. In addition to support to individual grantees, the Program Officer contributes significantly to the implementation of comprehensive program activities on behalf of the country office. In this capacity, the Program Officer is a key member of thematic teams. Job Description is available upon request.

Requirements:

* Five or more years of experience working with an international or government organization;

* University degree required in medicine, public health, or public policy and administration; medical background is an asset;

* Knowledge of health systems and policies;

* Knowledge of Reproductive Health and HIV/AIDS;

* Solid project management skills;

* Able to communicate and coordinate well with Vietnamese and international partners;

2. Senior Program Officer in Capacity Building for Professional Medical Associations (Code: SPO/PMA):

The position of Senior Program Officer involves contribution to the overall management of Pathfinder?s Capacity Building for Professional Medical Associations Program, supervision of Program Officer, development of new programs as well as the provision of monitoring and support to Pathfinder?s partners in Viet Nam. The SPO/PMA will also serve as the Team Leader of the Project Team. S/He plays a lead role in the development and coordination of the project overall work plan, technical plans to ensure sound implementation of project objectives.

Requirements:
* Ten or more years of experience working with an international or government organization;

* University degree required in medicine, public health, or public policy and administration; medical background is an asset; Masters degree preferred.

* Strong leadership and problem solving skills;

* Excellent program management skills and a commitment to collaboration;

* Professional experience with the Government and with INGO and donor communities;

* Solid understanding of the Viet Nam health system, including the role and characteristics of Professional Medical Associations;

* Prior technical and managerial experience in building capacity of civil society organizations.

* Able to communicate and coordinate well with Vietnamese and international partners;
