Terms of Reference: Final Evaluation

A. Background
This document has been prepared to guide the final evaluation for the ?Strengthening Integration of Community-Based Disaster Risk Management into Area Development Programs? Project (the ?operation?) in Trieu Phong (Quang Tri), Lang Chanh (Thanh Hoa) and Tram Tau (Yen Bai) Districts.

The principal objective of the proposed operation was ?to reduce natural disaster vulnerability of the communities in Trieu Phong, Lang Chanh and Tram Tau Districts?

B. Reason
With the funding from DIPECHO, World Vision Vietnam has been implementing the operation in 8 communes of 3 districts mentioned above from March 2007 to April 2008. That makes it necessary to carry out an evaluation to assess impact and sustainability of the project. The evaluation will help local institutions, field staff, partners and our organization to draw the necessary lessons learnt from the project. From these results, a strategy and appropriate approach for further projects focused on disaster preparedness will be set up and applied in other regions of Vietnam. Results and reports of the evaluation will be shared and discussed with DIPECHO and partners as required by the donor.

C. Objectives 
– To assess the lessons and achievements of operation outcomes as identified during design and modified during implementation (including consideration of achievement in Key Results Areas or KRAs, and the sustainability of outcomes). 
– To assess the impact of the project on the people, sectors and areas designated in the project design.

D. Scope
The consultancy scope will include: 
– an examination of how and why specific objectives, benefits and impacts were or were not achieved; 
– an examination of the extent and implications of impacts in social, institutional and environmental terms, 
– an incorporation of the views and expertise of groups who have benefited from, been involved in, or affected by the project wherever possible; 
– an assessment of the extent to which operation benefits are environmentally, technically and socially sustainable; 
– a discussion of operational and developmental lessons learned from the project.

E. Evaluation Methods
1. Project document review
a) Proposal, Logframe
b) Monitoring and evaluation plan as well as indicators
c) Progress reports
d) Other related documents

2. Field visits to project sites
a) Meet with local partners in all three target districts (Trieu Phong, Lang Chanh and Tram Tau);
b) Conduct field visit to project sites in all three districts: collect information from project partners and beneficiaries for the evaluation report;
c) Check operation progress including project achievement and spending.

3. Semi-Structured Interviews/ Focus Group Discussion/ Observation
The evaluation team will draft interview questions to use for the semi-structured interviews and focus groups. Questions will be field-tested, reviewed and adapted in advance.

F. Reporting
A comprehensive final evaluation report (in both English and Vietnamese languages) will be prepared (within two weeks after the last fieldtrip) covering the following topics:
a) Introduction, programme background
b) Evaluation methods and sampling
c) Achievements against outputs (result 1, 2, 3, 4)
d) Impacts of each output (result 1, 2, 3, 4)
e) Human Resources (adequate staffing, qualifications, experiences, skills)
f) Financial Management
g) Sustainability of different outputs: This section will also discuss cross-sectoral issues like participation, gender and environmental impact
h) Recommendations and lessons learned
