THUA THIEN HUE RURAL DEVELOPMENT PROGRAMME (TTHRDP) PHASE II, 2004 – 2008

Consultancy Terms of Reference – Impact Evaluation of the Capacity Building Component

01. Total Input
42 person days for an International and 42 person days for a Local Capacity Building Impact Evaluation Specialist, scheduled as follows:

02. Background
TTHRDP is an integrated rural development programme jointly funded by the Government of Vietnam and the Government of Finland. The First Phase of the Programme has been completed and the Second Phase (2004 – 2008) started in May 2004. The Programme is focusing on three districts in Thua Thien Hue Province: Huong Tra, Huong Thuy and Phong Dien. The overall objective of the Programme is to: “Enhance pro-poor growth in Thua Thien Hue Province” by “Increasing the efficiency and poverty-impact of existing livelihood, infrastructure and administrative systems”. These objectives are to be achieved through conducting activities in three major components: Livelihood Services Development, Infrastructure Systems Development and Capacity Building.

The Programme applies a participatory approach through Local Planning Processes and Participatory Rural Appraisal; works through the existing service systems and organizations and; strengthens the capabilities and improve cooperation between the Programme and provincial/district/commune authorities and organizations. In addition, the Programme pays strong attention to the poor, gender issues and environmental protection as cross-cutting principles.

As the capacity building of Partners is a primary objective, consultants are required to work closely with the relevant Partner Agencies and to address specific capacity needs.

Capacity Building is an important component of the Programme. It consists of two sub-components, namely Support to PAR and Human Resource Development. The second phase of the Programme will end in 2008 and an impact evaluation of the Capacity Building component is planned.

03. Objectives of the Consultancy
The objective of the consultancy is to provide and answer to the key impact question, which is “How did the capacity building activities contribute to the programme in achieving its poverty reduction objectives.”

05. Duties and Responsibilities
1. A plan of study (at the end of the first input) showing how the study will be designed, who will be involved, using what methodologies. 
– Desk study of relevant documents, exploring two main questions:

1. To what extend have Capacity Building objectives been achieved?

2. To what extend did the results of the Capacity Building component contribute to the achievement of programme objectives? 

– Design and plan the rest of the study and specify the methodologies.

2. A fieldwork report (at the end of the second input) summarizing some preliminary findings. 
– Collect data according to the selected methodologies.

3. A final report (at the end of the third input) 
– Compile the data, formulate findings, analyse results, prepare a draft report, , present the draft report in a workshop, collect comments, and finalize the report.

06. Duration, Inputs, Timing and Reporting Requirements
Consultants are being invited to nominate themselves for work as an individual on the assignment or as a team. For the assignment, the consultants’ inputs are allocated as mentioned in Chapter 01. above.

Reports are to be produced according to guidelines discussed and mutually agreed upon during a briefing with the Capacity Building Adviser at the beginning of every input.

A report is required at the end of every input.

Each report is to be produced in Vietnamese and English, 30 pages maximum, excluding annexes, and be delivered in hard copy and electronic formats.

Timesheets need to be prepared and signed by Programme management before the consultant leaves Hue at the end of each input.

Draft Investment Plans are to be prepared and submitted by Investment Owners in accordance with TTHRDP requirements.

The consultant is required to remind oneself and get in touch with the Programme, when it is time to return and deliver the next input.

The final report on this assignment is due in August 2008.

0.7 Supervision and Assistance and Team Management
The consultants will work under the overall supervision of the Chief Technical Advisor of the Programme and in close cooperation with the local Programme Officer (M&E) and international Professional Officer (M&E) receiving backstopping support from the Capacity Building Advisor. The Programme will assign relevant Programme Officers to provide logistic and administrative support.

One of the consultants will be designated Team Leader and will be responsible for coordinating the work of consultants and liaison with Partners, other stakeholders and TTHRDP. The Team Leader is responsible for ensuring that the Team meets the requirements of TTHRDP.

08. Professional Profile of the Required Consultants
International Capacity Building Impact Evaluation Specialist. 

– A MSc degree in relevant field of study. 

– Extensive field experience in providing consultancy support in the field of Public Administration Reform and Human Resource Development in Vietnam. 

– Demonstrated success conducting impact evaluations for capacity building. 

– Demonstrated success in working in consulting teams. 

– Good computer skills. 

– Fluency in English.

Local Capacity Building Impact Evaluation Specialist. 

– A minimum of a BSc degree in relevant field of study. 

– Extensive field experience in providing consultancy support in the field of Public Administration Reform and Human Resource Development. 

– Demonstrated success conducting impact evaluations for capacity building. 

– Demonstrated success in working in consulting teams. 

– Good computer skills. 

– Fluency in English.

Consultants are expected to provide and use their own computer in preparing the draft and final reports, sharing electronic files as necessary in Word and Excel formats.

09. Authorization
The consultant is only to provide the above services. The consultant shall not make any verbal or written commitment on behalf of Thua Thien Hue Rural Development Programme Phase II, whether before, during or after completion of the contract. At all times, the consultant shall make clear that they are acting in the capacity of a consultant to the Programme, rather than as a staff member of the Programme. All the materials (e.g. questionnaires, data collection sheets, diagrams, manuals) produced by the consultant will remain the property of the Programme.
