In Vietnam, Plan works in partnership with local people, organizations and government bodies at all levels.

With an annual budget of over 14 million USD, we are expanding our programs in Vietnam and looking for experienced, qualified and motivated Vietnamese candidates who are committed to working long-term for the following position.

1. FINANCE OFFICER (based in Hanoi)
Main responsibilities:
• Process financial transactions related to office and project expenditures, and maintain an effective filing system for financial transactions and project documents.
• Prepare financial reports and analysis reports for management purposes.
• Provide support on financial training to Plan staff and partners.
• Facilitate and review the decentralization processes and practices within Plan Vietnam.
• Prepare monthly payroll and social, health and unemployment insurance payment for relevant authorities

Requirements:
• University degree in accounting/financing, preferably with a master degree
• Minimum three years work experience in relevant sector
• Excellent English and accounting software skills
• Ability to work independently or as part of a team
• Good analytical, facilitation, communication and interpersonal skills
• Willing to travel within Vietnam

2. ACCOUNTANT (based in Hanoi)
Main responsibilities:
• Review request for payment to ensure the data is reconciled with financial management system
• Carry out, maintain, monitor and record all financial services (cash advance and liquidation) related to payment/ fund transfer to/ from communities, partners and projects including accounts prepaid, payable, receivable, payrolls, accrual properly following Plan’s policies and procedures
• Review and maintain consultants /suppliers contracts and liaise with local authorities on withholding personal income tax
• Maintain all payment vouchers, accounting logbooks and supporting documents
• Act as daily bank contact person for all transactions, reports and trouble shooting in timely manner
• Support in preparing monthly reports
• Consolidate data and information for financial reports
• Examine project profiles and financial documents according to delegation of authority
• Monitor spending to ensure output and natural code are in accordance with approved budget.

Requirements:
• University graduate in finance, accounting or related fields
• At least 3 years of experience in finance or accounting
• Work experience with community development projects and/or INGOs would be an advantage
• Good understanding of financial and accounting policies, standards and associated regulatory issues,
• Honest, trust and accurate
• Working knowledge of accounting software, good computer skills (Excel, Words..)
• Ability to work independently or as part of a team
• Good analytical, facilitation, communication and interpersonal skills
• Good command of English, both spoken and written
• Demonstrated capacity and willingness to learn
• Willing to travel to the field

3. AREA FINANCE FACILITATOR (based in Thai Nguyen)
Job Responsibilities
• Process financial transactions related to office and project expenditures, and maintain an effective filing system for financial transactions and project documents;
• Provide support on financial training to Plan staff and partners;
• Prepare financial reports and analysis reports for management purposes;
• Monitor and review project expenditures by community to be in line with financial procedures of Plan Vietnam;
• Support Program Unit Manager in the management of financial related activities.

Requirements:
• University degree in accounting/finance
• 2 years work experience in accounting/ finance. Experience with project management or INGO would be an advantage
• Good English and accounting software skills
• Ability to work independently or as part of a team
• Good analytical, facilitation, communication and interpersonal skills
• Good knowledge of computer software will be preferred
• Willing to travel to the field.

4. LOGISTIC OFFICER (based in Hanoi)
Main responsibilities
To provide overall administrative/logistic supports in Country Officer in the area of purchasing, office management, asset management, cleaning and guard.
1. Procurement:
• Proceed procurement of office equipment, facilities and items for office and projects as requisitions ensuring to comply with Plan’s policies & procedures
• Fulfill customs clearance and other formalities for incoming and outgoing goods
• Regular update the list of suppliers/vendors
2. Equipment management and inventory
• Ensure office equipment are maintained regularly and repaired properly
• Conduct office equipment count as required
• Ensure equipment and facilities assigned to staff are acknowledged and updated in inventory system
• Propose disposal of equipment & facilities are broken or not in use
3. Logistic supports
• Provide all logistic supports for training, workshop and meeting events as request
• Provide administrative and logistic supports related to accommodation of expats
• Check and make request for payment to suppliers provided services
4. Transportation arrangement
• Arrange transportation for staff on business related travelling
• Track record and logbook of car rental to make monthly request for payment to suppliers
5. Office cleaning
• Supervise and feedback on the works of cleaner to ensure office is organized in tidy and security manners

Requirements:
• University graduate in related fields
• Having car driving license grade B
• Minimum 3 years relevant working experience,
• Experience with INGOs would be an advantage
• Good knowledge and skill in office equipment uses, maintenance,
• Understand procurement procedures, good relations with vendors, suppliers,
• Understand asset management procedures and practices,
• Clear communication and interpersonal relationships and negotiation
• Team players,
• Good English and computer skills
