I. BACKGROUND

IFC, a member of the World Bank Group, creates opportunity for people to escape poverty and improve their lives. We foster sustainable economic growth in developing countries by supporting private sector development, mobilizing private capital, and providing advisory and risk mitigation services to businesses and governments. In the Mekong region, IFC Advisory services are delivered primarily through MPDF, a private sector development initiative, whose donors are Australia, Canada, the European Union, Finland, IFC, Ireland, Japan, New Zealand, the Netherlands, Norway, Sweden, and Switzerland.

IFC has collaborated with the International Labour Organization (ILO) in developing the Better Work Global Program to improve competitiveness mainly in developing countries through improving labor standards in global supply chains. Better Work focuses on scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers. It combines independent enterprise assessments with enterprise advisory and training services to support workplace improvements. The program is a voluntary, industry-based scheme designed to work at the enterprise level. In line with this, IFC and ILO are now collaborating to establish a Better Work project in Vietnam (BWV) that will also include developing and piloting training products for the Better Work Global Program.

IFC, through its Environmental and Social Sustainability (ESS) program, is seeking a project officer to be part of the BWV team for development and implementation of the above-mentioned project.

II. THE POSITION

The project officer will be primarily responsible for implementation of IFC?s training advisory to BWV. In addition, the project officer will contribute when feasible to the overall implementation and further development of BWV, and to IFC?s Environmental and Social Sustainability program. The position is for a two (02) year term, renewable based on continued business need and strong performance.

Duties and accountabilities:

1. Project Implementation:

Work closely with the BWV project team, to lead the development and implementation of a development plan for training partners
Participate in the selection of training partner & trainers Organize the TOT for trainers
Develop the quality control process for trainers and follow up with the certification for trainers
Participate in the training events and provide feedback
Assist in the preparation of training manuals and other training related resources
Plan and coordinate in the allocation of suitable trainers to training classes in the initial stage and transfer to BWV after they have recruited the training coordination position
Attend factory based meetings to provide support if needed
Travel within Mekong region countries covered by IFC, and overseas when necessary
Perform other duties as assigned by project and program managers.

2. Project Management:
Provide inputs to project manager and/or program manager on improvement of project design, execution, and other business issues.

3. Client Relationship Management:

Build and maintain relationships with training partners , trainers and other external stakeholders
Receive/convey client needs/feedback to project manager, and respond timely to client requests

4. Technical Specialization:
Collect and analyze business line, industry, and product information to support project execution
Attend trainings and share acquired knowledge where appropriate

5. Business Development:
Provide logistic and/or technical support for new project scoping when required

Reporting:
The project officer will report to the BWV project manager and to the ESS program manager on assigned program activities.

Selection Criteria:
Candidates should possess the following:
Minimum five years of relevant working experience, preferably in senior level posts..
Bachelor?s degree in Social Science/ Business, with demonstrated success in training area and project implementation. Advanced degree in Education preferred.
Demonstrated ability to develop and maintain effective trainer network
Excellent communication & negotiation skills appropriate for trainer level
Fluency in English and Vietnamese (written and oral)
Ability to lead tasks assigned and assume responsibility for output
Strong organizational, interpersonal and teamwork skills
