1. THE PROGRAMME

The Flemish Association for Development Cooperation and Technical Assistance (VVOB)  is a non-profit organization that by order of the Flemish and the Belgian government contributes to  the  improvement  of  the  quality  of  education  in  developing  countries.  The  cooperation between  VVOB  and  Vietnam  started  in  1992.  18  years  later  VVOB  has  outgrown  its substitution  and  project  phases,  with  a  programme  concentrating  on  the  sectors  of  basic education  and  agricultural  extension.  The Multi Year Plan  2008-2013  and  the Programme Operational Plan 2008-2010 are built on the foundations laid in the past, i.e. teacher training especially  through  Environmental  Education  (EE)  and  Information  and  Communication Technologies (ICT), and Educational Management.

The current education programme aims to improve the quality of lower secondary education in 5 provinces of North and Central Vietnam  (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through an integrated support to the Active Teaching and Learning (ATL) change processes by means of EE and ICT.

In support of  the programme  ‘Friendly Schools, Active Students 2008-2013’ and anticipating on proposed measures  in  the Education Development Strategic Plan 2011-2020, VVOB  is collaborating with  teacher  training  institutes  in  introducing  innovative  teaching and  learning methods to teacher trainers and future teaching staff. The ultimate goal of the interventions is to  improve  the quality of  lower secondary education  in Vietnam by promoting contemporary knowledge,  effective  professional  skills,  creativity,  independent  and  critical  thinking  skills, problem-solving capability and high adaptability to a continuously changing environment.

Within  the wider  framework of  ‘Active Teaching and Learning  (ATL)’, a number of  specific innovative  teaching  and  learning  methods  have  been  selected  in  consultation  with stakeholders.  A  series  of  training  modules  on  these  methods  are  being  developed  and introduced  in  the  partner  institutes,  in  cooperation  with  these  institutes  and  a  number  of national experts. The different modules which follow a similar training approach will gradually constitute an ATL Training Package.
