Terms of Reference for National Consultant for Gender Analysis of the National HIV/AIDS Strategy

1. INTRODUCTION

 

UNIFEM and UNAIDS are looking for an international consultant and a national consultant to conduct a gender analysis of the current National HIV/AIDS Strategy in Vietnam in order to inform the development of a gender-responsive national HIV response in the second phase.

 

The gender analysis will be conducted in April 2010.

 

UNIFEM is the women’s fund at the United Nations with the objective of providing financial support and technical assistance to innovative programmes and strategies that promote women’s human rights. UNIFEM promotes gender equality and links women’s issues and concerns to national, regional and global agendas by fostering collaboration and providing technical expertise on gender mainstreaming and women’s empowerment strategies. Placing the advancement of women’s human rights at the centre of all of its efforts, UNIFEM focuses its activities on the following strategic areas:

  • Enhancing economic security and rights of women;
  • Reduce prevalence of violence against women and HIV/AIDS;
  • Advance gender justice in democratic governance.

The goal of UNIFEM presence in Viet Nam is to ensure that gender equality and women’s empowerment are achieved and women’s rights are promoted and protected.  CEDAW is used a guide for all programming on women’s rights and the Country Office focuses in areas of protection of women migrant workers,  increasing the role of men in preventing violence against women; linking the twin pandemics of violence against women and HIV; and increasing awareness of intimate partners transition on HIV /AIDS.  UNIFEM is also working extensively on capacity building the Government of Viet Nam in the area of gender analysis through the Gender Equality Department of MOLISA and the National Assembly.  The strategic focus in the area of economic security and rights includes the impact of macro economic reform, the financial crisis and climate change on the lives and livelihoods of women.  Viet Nam is a country greatly affected by climate change and disasters which have both a short term and long term impact on women’s rights and security.

 

UNIFEM is an active member of the One UN Country Team in Viet Nam and co-chairs the Gender Programme Coordination Group.  The UN Country Team in Viet Nam is strongly committed to harmonization, increasing effectiveness and coherence, and achieving a more sustainable impact of UN support to the development challenges currently facing Viet Nam. The One UN Initiative, which has led to the development of the One Plan 2006-2011 is an expression of this common goal, enabling the UN to implement the core goals of the Hanoi Core Statement on Aid Effectiveness.  The UNIFEM Viet Nam Country Office follows the standard UN-EU Government of Viet Nam agreed Cost Norms for programming in Viet Nam.

UNAIDS supports development, implementation and scale-up of comprehensive AIDS strategies. In Viet Nam, UNAIDS works to support the response of the Government and civil society to the AIDS epidemic. UNAIDS facilitates coordination of AIDS -related activities undertaken by the UN system, and other international agencies, including bilateral donor agencies, international NGOs and others. Specific areas of work include promoting and assisting: leadership and advocacy for effective action on the epidemic including a rights-based approach; strategic information and support for coordination efforts for the response to AIDS; tracking, documenting, monitoring and evaluating of the epidemic and the response; engaging other stakeholders in HIV, including mass organizations, NGOs, People Living with HIV, and private/business sectors; and mobilization of technical and financial resources to support an effective response. The UNAIDS Country Office provides strategic support to UN agencies, donor agencies, Government and other national partners in this work.

 

2. BACKGROUND

 

In 2010, the Vietnamese government will undertake the process of developing the new phase of the national HIV response. This presents a good opportunity to address gender inequalities such as unequal power and gender relations, which greatly contribute to women’s vulnerability to infection.


Gender issues have not been adequately addressed in the current national strategy on HIV/AIDS prevention and control and in the national monitoring and evaluation (M&E) framework. For example, female IDUs and male sex workers have not been included in the annual sentinel surveillance. Not all indicators in the national guidelines on reporting requirements and formats (decision 28) are sex-disaggregated as well.


The United Nations, through the Gender Policy Coordination Group and the Joint Program on HIV-AIDS, will actively work with the Vietnamese government in the process of developing the next national HIV response.  A gender analysis will provide concrete evidence on the gender gaps in the current strategy and offer help in developing a more gender-responsive national HIV response.

 

2. OBJECTIVES

 

  • The gender analysis will assess the current National HIV/AIDS strategy of Vietnam and key policy documents and propose a plan for ensuring that the next national HIV response is gender-responsive.
  • The analysis will examine the National HIV/AIDS Strategy and key policy documents such as the national monitoring and evaluation framework, decision 28 (the national guidelines on reporting requirements and formats), and the nine national programs of action against critical factors which are known to promote successful gender mainstreaming. They include leadership, coordination, capacity, and resources.

The consultancy aims at identifying the priority gender issues that need to be addressed in the next phase of the national HIV response.

 

3. TASKS OF CONSULTANCY TEAM

 

The international consultant and the national consultant will jointly carry out the following tasks:

 

  1. Assess the extent to which gender is mainstreamed in the current National HIV/AIDS Strategy through:
    • A review of the existing national HIV/AIDS strategy, national M&E framework, decision 28 (the national guidelines on reporting requirements and formats), and the nine national programs of action;
    • Interviews with key selected stakeholders.
  2. Identify the priority gender issues that need to be addressed in the next national HIV response;
  3. Assess the capacity of selected government institutions to successfully mainstream gender in the next national HIV response;
  4. Identify advocacy messages and action steps to be taken in order to mainstream priority gender issues in next national HIV response;
  5. De-brief national and international stakeholders to validate the findings and recommendations of the gender analysis;
  6. Revise the report based on feedbacks from the de-brief.

4. SPECIFIC TASK OF NATIONAL CONSULTANT

 

Under the guidance and in close cooperation with the international consultant, the national consultant will

  1. Liaise with UNIFEM Programme Adviser and UNAIDS Programme Officer to conduct the gender analysis.
  2. Prepare for the assessment of the extent to which gender is mainstreamed in the current National AIDS Strategy, and in monitoring and evaluation systems.
    • Identifying key literature and data sources, available in Vietnam and when necessary translate them from Vietnamese into English.
    • Revising the full assessment framework developed by the International Consultant and adapt it to the Vietnamese Context.
    • Revising the assessment questions for gender analysis and capacity assessment and when required adapt them to the Vietnamese context. 
    • Help identify key stakeholders and book appointments with them;
  3. Conduct the assessment with the international consultant. 
  4. Analyze data and provide input to the international consultant for the finalization of the report on priority gender issues and the outline for building capacity in gender mainstreaming.
  5. Following the results and findings of the analysis, identify key recommendations.
  6. Prepare a PowerPoint presentation which will be used for government officials summarizing the analysis findings and recommendations.
  7. Under the guidance of the international consultant, prepare and debrief national AIDS institutions such as VAAC and other national and international stakeholders such as the Joint HIV Team and the UN Gender Programme Coordination Group to validate the findings and recommendations of the gender analysis.
  8. Revise the report based on feedbacks from the de-brief.

5. EXPECTED RESULTS/ DELIVERABLES OF THE NATIONAL CONSULTANT

 

The outputs of the national consultant will include:

 

  1. A PowerPoint presentation in Vietnamese for use with government officials summarizing the analysis findings and recommendations.
  2. A Vietnamese version of the report prepared by the international consultant.
  3. One briefing for national and international stakeholders such as donors, relevant UN agencies, international and local NGOs, and government institutions to validate the findings and recommendations of gender analysis prepared and conducted under the guidance of the international consultant.


6. COORDINATION/ REPORTING AND SUPERVISION

 

The National Consultant will work under direct supervision and guidance of UNIFEM Programme Adviser in consultation with UNAIDS Programme Officer. In the conduction of the assessment the National Consultant will be led by the International Consultant.


7. QUALIFICATIONS

 

An advanced university degree in gender studies, development studies, social science, public health or other relevant disciplines, with a preference to gender studies and public health. The consultant is required to have specialized training in areas such as gender analysis, gender mainstreaming, quantitative and qualitative data collection and analysis.

Required skills and experience

 

  • At least 10 years experience working on gender issues in the context of the HIV response;
  • Experience in policy analysis and advocacy at a national government level;
  • Strong understanding of Viet Nam and its culture and familiarity with key governmental institution working on HIV;
  • Previous research/evaluation experience on gender analysis and gender mainstreaming in the area of HIV;
  • Experience with qualitative and quantitative research;
  • Understanding of human right-based approach;
  • Strong analytical and report writing skills in English;
  • Ability to work in team.

 

8. TIMING & LOCATION

 

The proposed timeframe for the gender analysis will be 20 days starting in April 2010.

The National Consultant will be carrying out the consultancy from Hanoi. The approximate number of days required to carry out each activity will be approximately as follows: 

 

  1. Five days for the preparation for assessment of extent to which gender is mainstreamed in the current National AIDS Strategy, and in monitoring and evaluation systems.
  2. Five days for the conduction of the assessment.
  3. Six days for the data analysis and report writing on priority gender issues and the development of an outline d for building capacity in gender mainstreaming.
  4. Two days for preparing and debriefing national AIDS institutions and for other national and international stakeholders to validate the findings and recommendations of gender analysis.
  5. Two days for revising the report based on feedbacks from the debrief.
