TERMS OF REFERENCE

Job Title: Temporary Personnel Assistant
Working Unit: UNDP Human Resources
Duration: One month and 14 working days
Starting date/ending date: 14 July – 31 August 2008

The Temporary Personnel Assistant will work under the supervision of the HR Associate to cover mainly the work of the HR Associate during her annual leave as detailed below:

Main responsibilities:
1. Assist in implementing HR services focusing on achievement of the following: Manage the recruitment process for International/National Project Personnel and International/ National Project Consultants, this implies:

Obtain full documents and submit to UNDP HQs for classifying new ALD/L posts is any;
Arrange advertisements in local newspapers, UN/UNDP website; UNDP HQs website; receive applications, prepare full list of applicants with briefing information;
Arrange interview (telephone interview if needed) and take/finalize interview minutes;
Arrange Health insurance and Old Age benefit for Service Contract holders;
Medical Insurance thru Van Breda and UN Pension Fund for ALD contract holders;
Arrange meeting/documents for Contract, Assets and Procurement Committee (CAP) to review cases exceeding US$ 100,000 take note and prepare/finalise minutes;
Issue contracts including Special Service Agreement (SSA), Reimbursable Loan Agreement (RLA), Service Contract (SC), Activity for Limited Duration (ALD);
Issue Purchase Orders in Atlas/Dispatch POs for personnel contracts as appropriate;
Verify contract reports (SSAs, RLAs, SCs, ALDs);
Follow-up entitlement of International project personnel (200 series, ALDs) such as Pension, Contract extension;
Submit monthly updated report to Van Breda for medical insurance for ALD holders;
Maintain and keep updated files under discharge of the HR Associate;
Arrange for issuance/extension of UNLPs for international project ALDs, international personnel of UN
Agencies;

2. Maintain leave record files of international project personnel (under 200 and 300 series) and UN
Agency Staff, this implies:

Follow-up with Leave Monitors of Projects to ensure the submission of Monthly Leave Reports timely i.e. end of each month and manage their leave record files;
Provide guidance to Leave Monitors of Projects;
Prepare billing for Cost Recovery as requested.

3. Perform other duties as requested by the HR Manager

REQUIRED QUALIFICATIONS
Secondary Education with specialized certification HR. University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement;
At least 5 years of progressive responsible HR experience is required, preferable with large government and donor development agencies;
Knowledge and experience in UNDP projects, NEX modality and ATLAS are assets; Strong administrative and secretarial skills;
Ability to work in a multi-cultural team environment and to meet given deadlines;
Experience in the usage of computers and office software packages;
Good speaking and writing skills in English and Vietnamese.
