Request for Proposals from National Consulting Firms/Institutions to support Department of Public Administration Reform – the Ministry of Home Affairs to develop and pilot the evaluation methods and criteria for measuring satisfaction levels of citizens and organizations for the administration services performed by administrative agencies
The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
In accordance with the approved Annual Work Plan, the Project will technically support the Department of Public Administration Reform (MoHA) to develop and pilot the evaluation methods and criteria for measuring satisfaction levels of citizens and organizations for the administration services performed by administrative agencies. Therefore, the Project would like to invite proposals from eligible bidders to provide the service described above. This assignment will be conducted in 180 days starting from the date of signing contract.
