About GRET

Gret, a professionals’ association for a fair development created in 1976, is currently involved in more than thirty countries. It works on the main aspects of social and economical development processes, through approaches based on partnership and action research. It combines pilot projects and expertise consultancies, contribution to public policies and documentation and diffusion of references.

SYNERGIES project

Synergies (Support Young Network to Empower Rural Groups for mainstreaming Environment in Society) project is aimed at fostering and strengthening civil society, creating intermediate-level social actors with the organisational wherewithal, competence and knowledge that they need to participate at local level in mitigation, adaptation and sustainable development actions in the face of climate change.

The specific objective of the project is to strengthen the capacities of a network of five local NGOs, especially in the areas of environment and climate change, with practical measures on the ground, awareness raising and support actions for local stakeholders, whilst also fostering integration with national networks.

To achieve the project’s goal and objective, three major expected outcomes have been defined as follows:

  1. The five NGOs and the network will be able to: i) organise their actions efficiently, ii) manage and develop their human resources, in order to iii) build awareness, give advice and support local stakeholders in the areas of environment and climate change
  2. The five NGOs and the network will contribute actively to environmental development and policy in the countryside, by improving awareness among the population, lobbying local authorities, and providing services and support to the related organisations and local stakeholders concerned
  3. An effective NERAD network, engaged and working closely with one or more networks at national level to i) obtain support or guidance, ii) bring problems and results to wider attention and exchange information, and iii) engage in dialogue with the authorities

Scope of the assessment

The assessment of local NGOs’ knowledge and skills on environment and climate change is one of the activities under the component ONE focusing on capacity building of local project partners.

This activity is aimed at bringing out a baseline assessment of local NGOs’ knowledge and skills on environment and climate change in helping the project rightly and relevantly orientate its specific intervention in the next time.

The main target groups are 05 local NGOs (Areca, Song Hong centre, Corudes, Hadeva and CRD with about 35 members in total), which were established as the result of Gret’s previous supports (Dialogs, Aid-coop and LDP). With different legal status (cooperative, company, centre) and working in a variety of community development field in 5 provinces (Thanh Hoa, Ninh Binh, Hung Yen, Vinh Phuc and Phu Tho), these organizations would be not the same in terms of knowledge and skills on environment and climate change. Based on this background situation, it is proposed that the assessment will focus on the 2 following major fields of environment: climate change and rural environment. Following are specific issues supposed to be assessed under the 2 mentioned areas:

  1. Climate change: Basic knowledge (adaption, mitigation, financial mechanisms: cdm, carbon trading, redd+…) and climate change at local level (impacts of CC at local level, local interventions)
  2. Rural environment: living environment (environmental pollutions in urbanized rural areas, residual waste management), agricultural production environment (chemical fertilizers and products, agricultural waste and waste from artisan villages)

In assessing all these items, policy and institutional aspects would be hopefully integrated as a cross-cutting issue.

Methodologies

The KAP (Knowledge, Attitude, Practice) will be the major tool proposed for this assessment. Semi-structured interview and groups discussion are the methods used in order to complement the findings that KAP can’t reach to or would miss probably, especially in analyzing local policies and institutions.

It is also expected by the project that after the assessment 5 local organizations will be able to conduct themselves similar assessments towards provincial, district and communal partners. Hence, this assessment will be carried out following the TOT approach as well. For this purpose, KAP and supporting methods will be applied on all of 5 local NGOs and tested with local authorities of a selected province like an example.

Duration and timeline

The estimated duration will totalize around 20 days including 10 days of “on desk” work and 10 days of working on field

Responsibilities and duties of the consultant

–      Develop a technical proposal based on the ToR.

–      Work closely with Synergies team to prepare and develop KAP tool, semi-structured interviews and groups discussions

–      Conduct the assessment on the principle of participation

–      Treatment of data collected from the field

–      Write a qualitative and quantitative report on the assessment

Qualifications of the consultant

–      Background on natural resource management, social sciences or related fields

–      Strong knowledge and experience on climate change, rural environment-related issues, community development

–      Very familiar with KAP tool and other rural survey tools

–      Very good command of English
