Médecins du Monde France (MDMF) is a French humanitarian organization. Operating in Vietnam since 1989, MDMF provides a comprehensive range of services including sexually transmitted infection diagnosis and treatment, HIV prevention, HIV counseling and testing, care and treatment including ART, and palliative care in both Hanoi and Ho Chi Minh City

MDMF is looking for 2 qualified Vietnamese national applicants to join our dynamic team in Hanoi in the role of Hanoi Senior Project Officer and Hanoi Project Officer-Public Health.

Hanoi Senior Project Officer

Overall Role
The main duty of the Senior Project Officer is to ensure the good implementation and follow-up of the non-clinical tasks of the medical component of the program in 2 Out-patient clinics (OPC) and in Dong Anh rehabilitation center. The Senior Project Officer works under the direct management of the Hanoi Site Coordinator, and the technical supervision of the Country Medical Coordinator.

Key areas of Responsibilities
· Work with OPCs to set up high quality health services, laboratory, sustainable referral system and ensure non-clinical protocols application and implementation;
· Participate with each partner in the monthly activity planning, monitoring and evaluation, and ensure the punctuality and accuracy of MER (monitoring, evaluation, reporting) system.
· Control the fair access to treatment to eligible patients in the clinics
· Support the sites’ pharmacy unit in their pharmacy stock management system and control the adequacy of their consumption to the actual medical activity level.
· Encourage full participation of PLHIV in all elements of the project cycle.
· Facilitate relations between medical stakeholders at local level
· Participate in operational planning (contribute to SoW, HN monthly fund requests, etc…).

Required education and background
· Master degree in Public Health or equivalent
· 3 years work-experience in an INGO-related environment.
· 3 years experience on an HIV program.
· Inter-personal skills, diplomatic and sensitive.
· Willing and capable of capacity building for medical/ paramedical personnel from different background.
· Strong team skills focusing on participation and consensus-building.
· Ability to work flexibly in a dynamic environment.
· Office and medical statistic software literate.

Hanoi Project Officer-Public Health

Overall Role
The main duty of the Project Officer-Public Health is to ensure the good implementation and follow-up of social support to people living with HIV registered in 2 Out-patient clinics and in Dong Anh rehabilitation center. The Project Officer-Public Health works under the direct management of the Hanoi Site Coordinator, and the technical supervision of the Country Social Coordinator.

Key areas of Responsibilities
* Planning: Participation in monthly, quarterly, bi-annual/annual activity and budget planning with local partners. Participation in planning and developing of new activities and proposal with relevant staffs.
* Implementation: Capacity building to local partners when needed. Ensuring of implementation of support and community care activities. Attending related meetings to the component. Ensuring smooth collaboration and synergy with other organizations working in the similar field.
* Reporting: Preparation monthly activity reports. Monitoring the activities and its results. Analyzing of collected data and provision of initiatives and recommendation as needed. Support partners in implementing reporting and monitoring system.

Required education and background
* University degree in public health or related fields;
* At least 2 years working experience in INGO and preferably in HIV/AIDS;
* Previous significant experience in a health program implementation, monitoring and evaluation, building partnerships with civil society organizations;
* Proven diplomatic and communication skills;
* Good command of written and spoken English;
