1. Project Assistant and Accountant
The non-state sector in Viet Nam, including unions, professional organizations, business associations, non governmental organizations, community based organizations, has experienced rapid growth in recent years. Grassroots democracy and people?s participation are becoming more and more important, and the contributions that non-governmental organizations (NGOs) can make to Viet Nam?s socio-economic development are being recognized as never before. Recent legislation has helped open up the space for public debate and acknowledged the vital role civil society, especially intellectuals, can play in Viet Nam?s future development.

As one of only three professional unions established during the 1980s, the Viet Nam Union of Science and Technology (VUSTA) has a long history and today coordinates more than 400 organization members, mainly made up of professional associations and local unions.

In 2004, in this changing environment, VUSTA recognized it had to become more responsive to the needs of its member organizations and to improve its capacity to monitor and provide input to the Government?s policies, programmes and projects. These are new roles, and VUSTA and UNDP will collaborate to fill the current capacity gap in building effective partnerships, improving information sharing and networking in an effort to better meet the needs of VUSTA?s membership.
The project is thus looking for experienced candidates to fill the position of Project Assistant and Accountant.

Project Assistant and Accountant
Duration of Services: 3.5 years full-time
Location: Ha Noi
Background:

The non-state sector in Viet Nam has experienced rapid growth in recent years. This development has been prompted by the establishment of a broad legal framework that reflect the importance of grassroots democracy, people?s participation and contribution from non-governmental organisations (NGOs) for socio-economic development and equitable growth. The participation of various types of organisations in the delivery of public and social services is also encouraged in the five-year socio-economic development plan (SEDP) of the Government of Viet Nam.

To meet the need of coordinating and bringing together people with similar professional interests in science, culture and solidarity, three professional unions were established during the 1980s, even before the reform process in the country started in 1986: VUSTA for science and technology, VWAA (today VULA) for culture, arts and literature and VUPSFO (today VUFO) for friendship and peace. Among them, VUSTA?s (Viet Nam Union of Science and Technology Associations) overall responsibility is to contribute to the industrialisation and modernisation of the country, and has been traditionally realised by representing and coordinating Vietnamese scholars in the area of science and technology, as well as through knowledge dissemination.

VUSTA has a dual membership base; one based on associations of different scientific disciplines/professions – Central Discipline Associations, and the other made up of local branches of Discipline Associations – Local Unions. At the same time, some Units 81 are Affiliated Organisations of VUSTA, and they look upon the Union as a facilitator in establishing partnerships with domestic and international partners. The Union undertakes a range of activities, such as issuing publications, prizes and awards, running networks and training events, providing consultancy services, etc. In the last few years, VUSTA has also been the organiser or host of several international conferences.

Since its establishment, the role of the Union though has grown beyond the fields of science and technology. VUSTA is currently experiencing a rapid change in its membership base and scope of work, including the new mandate to provide inputs to and monitor Government policies, programmes and projects.

To help VUSTA take on this new mandate, a project between the United Nations Development Programme (UNDP) and VUSTA has been signed that will assist VUSTA in building more effective partnerships, improving information sharing and networking in an effort to better meet the needs of VUSTA?s membership.

More specifically the project will:

Strengthen VUSTA?s ability to represent its member organisations? interests in contributing to the Government?s policy-making processes, so that VUSTA can better represent, promote and protect its member organisations? rights and interests by monitoring and providing inputs to government policies, programmes and projects.
Strengthen VUSTA?s internal governance structures and capacity to work as an effective coordinating organisation, so that VUSTA?s management structure is improved and made more efficient and transparent.
Strengthening VUSTA?s capacity to become an effective bridge for its member organisations, so that the Union is able to create long-term and sustainable linkages between its members, with the Government as well as with international organisations.
For the project the position of Project Assistant and Accountant is to be filled.

The Position: The Project Assistant and Accountant will work under the direct supervision of the Project Manager and will be responsible for the day-to-day administration of project activities, for facilitating the exchange of information between Vietnamese and international experts, for managing project funds and ensuring proper accounting systems and records are established and maintained throughout the life of the Project in accordance with VUSTA and UNDP?s procedures.
The Project Assistant/Accountant will undertake translation and interpreting duties as needed.

Specific Project Assistant tasks and responsibilities include:
1. Provide administrative support to the Project Manager in relation to project planning, implementation monitoring and reporting.
2. Assist the Project Manager with logistical support in coordinating project parties and stakeholders to participate in project activities and events.
3. Assist the Project Manager in preparing agreements with designated cooperating agencies and sub-contractors, and in monitoring implementation of these agreements.
4. Provide translation/interpretation services to senior project personnel and international consultants as needed. This may include: 
– interpretations in meetings to coordinate project activities with foreign participation 
– translation of procedures, correspondence and other administrative materials as well as reports as directed by the Project Manager
5. Assist the Project Manager in managing the Project?s physical resources (furniture, office supplies, equipment, etc);
6. Assist in preparing the quarterly, semi-annual and annual reports as directed by the Project Manager.
7. Report to, and regularly update, the Project Manager on progress, problems and constraints of project implementation;
8. The Project Assistant will perform other duties as may be required by the Project Manager for the successful delivery of approved project work plans.

Specific Accountant tasks and responsibilities include:
1. Support the Project Manager in the administration of project funds, which includes establishing and maintaining a project bank account; preparing quarterly financial reports and quarterly advance requests and administrating advanced funds in line with UNDP rules and regulations.
2. Preparing reports on project expenditures for Project Manager?s review including Government Disbursement Report (GDR) (both in hard copy and electronically in line with UNDP procedures); the quarterly Reconciliation of Outstanding Advance /status of funds (ROA).
3. Maintaining project financial records in accordance with UNDP regulations, including a Cash Receipt and Disbursement Journal, Government Disbursement Ledger, UNDP Cash Advance Ledger and UNDP Direct Payment Ledger (if any).
4. With necessary technical inputs and guidance from the Project Manager, prepare and update proposed project budget revisions for review by the Project Manager before submission to UNDP.
5. Assist the Project Manager in meeting requirements for internal and external project audits.
6. Assist the Project Manager in all activities relating to project procurement and sub- contracting procedures to ensure the procurement is made in an efficient, open, transparent and competitive manner in accordance with UNDP policies.

Qualifications: 
– University degree and Vietnamese accounting qualifications. 
– At least five years of relevant work experience with three years of practical experience in project support, accounting and budget administration in an English speaking environment; 
– Familiarity with UNDP financial rules and regulation and project financial management practice is an asset. 
– Excellent English language skills and demonstrated translation and interpreter skills. 
– Excellent organisational and office management skills; 
– Ability to take initiatives and achieve results. 
– Computer literacy, in particular, knowledge of Microsoft Office.

2. VUSTA/UNDP: International Advisor
The Position: The primary role of the long term International Advisor is to support project management to ensure the quality of project activities, outputs and outcomes, as well as assist with coordination of consultancy inputs and international stakeholders.

Specific tasks and responsibilities include:
1. Advice the NPD and the Project Steering Committee on strategic issues that would impact on project outputs and outcomes
2. Prepare papers on subjects related to the development of the member organisations as requested by the NPD and Project Steering Committee.
3. Assist project management with preparing the annual work plans and budgets, as well as the preparation of progress reports, especially the semi-annual and annual reports.
4. Advise on the preparation of term of references and tender packages for procuring consultancy services and assist with procurement of international short term consultant inputs.
5. Advise and assist with preparations for overseas study visits as well as identify suitable short courses and events.
6. Assist project management to ensure the quality of inputs and outputs from national and international consultancy inputs.
7. Assist project management to ensure coordination with international stakeholders and other related projects.
8. Assist project management to ensure that all capacity building activities are evaluated.
9. Prepare terms of reference for the baseline survey, regular annual surveys, the mid term review and the end of project review.
10. Conduct two missions per year to Vietnam

Qualifications: 
– Advanced university degree in social sciences, international development, or other relevant field 
– At least 10 years experience in the project subject area. 
– Knowledge and experience of working in Viet Nam. 
– Good inter-personal, team building and networking skills. 
– Demonstrated capacity to take initiatives and achieve results. 
– Excellent spoken and writing skills in English. 
– Familiarity with UNDP projects is an asset. 
– Ability to travel

3. VUSTA/UNDP: Project Manager
The Position: Under the direct supervision of the National Project Director, the Project Manager is responsible for the operational management of the project, in accordance with the project document, approved work plans and within UNDP and government policies and regulations.

Specific Duties and Responsibilities include:
1. Assume, under the authority of the Project Director, operational responsibility for the day-to- day execution of the project in accordance with procedures and practices agreed between UNDP and VUSTA.
2. Prepare annual work plans, budgets and consultancy packages for approval by the NPD, prior to submission to the Project Steering Committee.
3. Draft and/or coordinate the preparation of project quarterly, semi-annual and annual reports as scheduled and assist the NPD with undertaking project review meetings.
4. Draft and/or coordinate the preparation of TORs for the procurement of consultancy inputs, study visits, research programmes and all other project activities for approval by the NPD and UNDP.
5. Initiate and mobilise project inputs according to approved project work plans.
6. Administer financial probity and accountability by ensuring that: 
– project funds are disbursed properly in accordance with approved budgets 
– accounting records and supporting documents are kept, and ready to be audited at any time 
– financial reports are prepared in accordance with VUSTA and UNDP financial procedures
7. Supervise project staff and coordinate the inputs of international and national experts.
8. Ensure the NPD is up-to-date on project progress, implementing issues and emerging risks/problems as well as suggest remedial actions.
9. Encourage and coordinate the inputs of project parties to fully participate in and benefit from project activities.

Qualifications: 
– A post-graduate degree. 
– At least five years experience in the project subject area. 
– Knowledge and experience in project management 
– Good inter-personal and team building skills. 
– Demonstrated capacity to take initiatives and achieve results. 
– Good spoken and writing skills in both Vietnamese and English. 
– Familiarity with UNDP financed technical assistance projects is an asset.
