UNV VOLUNTEER TERMS OF REFERENCE

Preamble:

The United Nations Volunteers is the UN organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer action in all its diversity.

This post is a UNV volunteer assignment based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer as well as the society at large. It enhances social cohesion and enriches communities.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich your understanding of local and social realities, as well as create a bridge between yourself and the people in your host community. This will make the time you spend as UNV volunteer even more rewarding and productive.

Project Title: Natural Disaster Mitigation Partnership
Duration: 13 months

Expected starting date: December 2007, as soon as possible

Brief Project De scri ption:

The Natural Disaster Mitigation Partnership (NDM-P) for period 2006-2008 between the Government of Vietnam/Ministry of Agriculture and Rural Development and five international donors, including the United Nations Development Programme (UNDP), AUSAID, the Dutch Embassy, the Luxemburg Embassy, and the SIDA was formed in October 2006. The aim of the NDM-P is to mobilize participation of and coordination amongst national and international partners in the area of disaster risk reduction (DRR).

The NDM-P work focuses the following areas: i) information sharing, ii) facilitation of policy dialogues on important issues in the sector, iii) provision of technical support to the Government in strengthening strategies and legislation and iv) promotion of integrated approaches in developing and implementation of projects in natural disaster reduction.

To build capacity and provide technical support the Secretariat of the NDM-P, an international specialist will be hired by the NDM-P Secretariat, as accordance to the agreement between NDM-P and the UNDP.

Host Agency/Host Institute:

Viet Nam Central Committee for Flood and Storm Control (CCFSC)/Secretariat for the Natural Disaster Mitigation Partnership (NDMP)

De scri ption of Duties:

The role of the International UNV Specialist will be to:

(i) advise the NDM-P Secretariat Director and other partners in setting up strategic directions of the Partnership;

(ii) initiate the Partnership implementation plan in line with the strategic direction, agreed to by partners;

(iii) ensure quality of activities and

(iv) transfer the knowledge/technologies to build capacity of NDM-P Secretariat staff.

* * The International UNV Specialist will report to the Director of NDM-P and UNDP Head of Sustainable Development Cluster. S/he will also work closely with UNDP Programme Officers and responsible staff of partners, who provide direct support to the NDM-P.

*Under the supervision of the NDM-P Secretariat Director, the International UNV Specialist will work with National Coordinator and Project Manager to perform the following functions:*

1. Advise DDMFSC and the Director of Secretariat on the best possible implementation of the NDM-Partnership

2. Assist the Director in supervising the Manager and other staff of the Secretariat to ensure that all required tasks are satisfactorily fulfilled to produce outputs according to the approved Framework document and Action Plan.

3. Ensure that all outputs produced by the Secretariat are technically sound so that they can be expeditiously approved by the Steering Committee and accepted by Donors.

4. Ensure a proactive outreach of the NDM-P to its partners and other agencies to advocate for NDM-P approach and priorities

5. Provide technical assistance and monitor the operations of Policy Working Groups and other groups formed under the NDM-Partnership. Ensure effective operations of these groups in supporting the Partnership to produce planned outputs

6. Provide capacity building on-the-job training to the Secretariat and DDMFSC/DMC staff for carrying out all activities of the NDM-Partnership

7. Prepare Terms of Reference for activities to be conducted by the NDMP

8. Edit the NDM-Partnership Newsletter in English and ensure its timely publication.

9. Provide inputs to ensure the good quality of the information management and sharing in the NDMP, including the Website and IT issues.

10. Provide technical advisory inputs into regular reports and review meetings of the Partnership as well as independent technical reports/notes for MARD and Donors

Prepare annual and a final report of the NDMP phase II including due recommendations for the NDMP next phase.

Results /Expected Output:
1. NDM-P has strengthened its coordinating and management capacities (web site update included).
2. Quality of NDM-P activities has been improved.
3. Linkages with partners and donors are actively promoted to advocate for NDM-P approach and priorities.

Qualifications/Requirements:

The suitable candidate should possess the following qualification and competencies: 

– Postgraduate degree (M.Sc or Ph.D.) development economics, project management, disaster management or a related field. 

– At least 8 years of work experience in development, preferably in the field of disaster management 

– Familiarity with Official Development Assistance (particularly technical assistance) concepts/projects/activities and/or with a major international technical development agency. 

– Prior experience with partnership and/or inter-sector approaches will be an asset 

– Relevant work experience in developing countries. Past experience in Viet Nam or the region would be an asset. 

– Familiar in working with the Vietnamese Government system will be strongly valued. 

– Full proficiency in English (written and spoken) is a must, including excellent writing skills. 

– Proven skills to work in a team and communicate in a multi-cultural environment.

Competencies: 

– Demonstrate integrity by modeling the UN’s values and ethical standards 

– Promote the vision, mission, and strategic goals of UNDP 

– Display cultural, gender, religion, race, nationality and age sensitivity and adaptability 

– Demonstrated capacity and substantial experience in dealing with policy and strategic issues related to Disaster Risk Management and governance 

– Substantive knowledge on institution support, training and public private partnerships with proven track record on programme / project formulation and management. 

– Demonstrated experience in managing development projects (preferably in Asian countries), in particular dealing with DRR coordination and aid effectiveness. 

– Substantial pervious experience in working with senior government officials, donor representatives and civil society on policy and strategic issues 

– Demonstrated strong management, coordination and facilitation skills 

– Strong communication skills (oral and written) 

– Analytical skills 

– Results oriented, flexible and problem solving skills.

Computer skills:

Experience and creativity using computers, internet technology, word, excel

Language skills:

Excellent written and verbal communications skills in English language

Conditions of service

International UNV volunteers in Viet Nam receive a volunteer living allowance (VLA), which is intended to cover their accommodation and basic living expenses. In Viet Nam the VLA is $US 1,819 per month (single), $US 2,069 (1 dependant), $US 2,269 (2 or more dependants). They also receive a settling-in grant on commencing their assignment and a resettlement allowance on successful completion. Full medical and life insurance is provided, and they are entitled to 30 days annual leave.

Promotion of Volunteerism

As a UNV volunteer, you are expected to promoting volunteerism and/or engaging in volunteering activities. As such you are encouraged to:

* Strengthen your knowledge and understanding of the concept of volunteerism by reading relevant UNV and other publications and taking active part in UNV activities, especially participating in UNV annual workshop organized once a year;
* Get acquainted with traditional and/or local forms of volunteerism in the host community;
* Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives;
* Encourage and mobilize co-workers, fellow UNV volunteers and members of the local community to play an active part in the development of their community;
* Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.;
* Initiate and/or participate in local volunteer groups. Assist them in submitting stories, experiences to the World Volunteer Web site;
* Promote or advise local groups in the use of OV (online volunteering), or encourage relevant local individuals and groups to use OV whenever technically possible.
