We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

PROGRAMME OFFICER – Advocacy/Gender Programme

(Oxfam Great Britain – Level D1)

The post is offered a nine months contract (maternity leave cover), based in Hanoi but with frequent travel.

The Role: To manage the development and implementation of Oxfam GB’s projects (gender related initiatives and post-WTO poverty monitoring). Support Programme Coordinator in development and fundraising for new initiatives.

Reports to: Programme Coordinator for Advocacy & Communication

Staff reporting to this post: Programme intern

KEY RESPONSIBILITIES:

1. Contribute to the Oxfam GB programme planning in Vietnam, especially for the areas of gender justice and innovative policy research, Contribute to programme proposal writing and lead responsible project proposal writing.

2. Manage and implement responsible projects (gender related initiatives, poverty monitoring) in line with agreed country/programme framework plan; programme operations and advocacy/communication aspects. Including: quality control (especially ensuring equity), develop and maintain good relationships with local partners/local authority, financial management, documentation, monitoring and evaluation, reporting etc.

3. Responsible for planning and managing all resources required delivering responsible projects, including people, assets and financial accountability.

4. Ensure internal and external reporting (financial and narrative) is completed to agree time frames.

5. Implement Performance Management, including objective setting, performance review, upward feedback and personal development plans. Ensuring relevant aspects of Oxfam GB’s work in Viet Nam e.g. gender equity, advocacy are reflected in your objectives.

6. Ensure implementation of Oxfam GB’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work; with support from technical advisors and programme service staff as needed.

7. Act as Oxfam’s representative at provincial and national level as required.

8. Be a member of Oxfam’s team; participating in appropriate staff meetings, SCG 4 meetings, planning sessions and on-going liaising as needed.

9. Support Programme Coordinator in other advocacy related works.

SKILLS & COMPETENCIES:

Job Specific Competencies

– Vietnamese national.

– University degree, preferably social science, public policy, or management.

– Working experience with NGOs or international development organisations is preferable.

– Proven experience (at least five years) in project planning and management, implementation.

– Sound experience in resource management e.g. people, finances, assets.

– Experience in partnership management.

– Good understanding of poverty, gender equality, ethnic minorities and media environment in Viet Nam.

– Good understanding and practical experience of participatory poverty assessments, research methodologies.

– Familiar with advocacy work at local and national level.

– Strong written and spoken English and Vietnamese.

– Good computer skills especially for commonly used software for word processing and spreadsheets.

– Able to travel to programme/project areas on a regular basis.

Gross Annual Salary Range: US$ 13,755 – $ 22,984.
