CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.
CARE in Vietnam is looking for experienced and qualified Vietnamese to fill in two positions: Project Manager and Project Officer position for the Community-Based Disaster Risk Management (CBDRM) Project in An Giang.

Project Summary
CARE Vietnam (CVN) has received grants from the AusAID NGO Cooperation Program (ANCP) for the implementation of a Community-Based Disaster Risk Management (CBDRM) and Community-Based Adaption (CCA) in the Mekong Delta. The aim of this program is to assist An Giang Province to roll out the Government of Vietnam (GOV) CBDRM program in An Giang with a focus on strengthening the capacity of An Giang Centre for Floods and Storms Control (CFSC) and the provincial CBDRM core group. Working closely with provincial, district and commune levels, the An Giang CFSC Standing Office will manage the implementation of this project so as to achieve the project objectives in a manner that adheres to both donor and CARE procedures.

1. Project Manager position
Position Title: Project Manager
Reporting to: South Coordinator
Number of employees:  One Project Officer
Contract period: From starting date to 30 June 2012
Location: Based in Long Xuyen City with travel to project sites when required

Job Summary
The Project Manager is responsible for day-to-day administrative, financial and programmatic management, monitoring, and reporting of the project. The Project Manager works closely with local authorities and partner organizations, technical advisors and project staff.

Main activities
– Ensure effective and efficient project implementation and partnership with all stakeholders;
– Provide guidance for all project activities through the development of appropriate management tools including costed worked plan (CWP);
– Work closely with the respective partners during the implementation of specific activities;
– Work with the partners to ensure a high level visibility and branding in all appropriate activities;
– Ensure timely production of project narrative reports as per the donor/CVN schedule, and all other official documentation as defined by the project;
– Assist in preparing financial project reports;
– Update project status lists and other information about the project following CARE management rule and procedure;
– Review and arrange approval and acquittal of contracts and payments in accordance with CARE in Vietnam rules and procedures;
– Ensure compliance with CARE in Vietnam and donor regulation of accounting and asset management;
– Establish the project monitoring and evaluation system in accordance with project document/guideline; and
– Plan, arrange and support external and internal reviews and evaluations of the project.
– Assist in building the capacity of CARE staff in emergency response
– Stay abreast of emergency related developments
– Assist in developing a strategy on enhanced emergency response capacity for CARE Vietnam
– Assist in the coordination of emergency response in case emergencies occur, in close cooperation with Emergency Team Leader, South Coordinator, Deputy Director –Program and Country Director.

Selection criteria
– One year working experience in disaster risk management and emergency projects preferably in an international organization;
– Experience in the management of development projects/programs;
– Willing to be based in province and travel as required;
– Strong communication and negotiation skills; and
– Fluent written and spoken English;

2. Project Officer position:
Position Title: Project Officer
Reporting to: Project Manager
Contract period: From starting date to 30 June 2012
Location: Based in Long Xuyen City with travel to project sites when required

Job Summary
The Project Officer is responsible to assist the Project Manager to carry out project activities and to assist in financial and administrative work.

Main Duties
– Assist in planning and coordinating in the province, in-conjunction with the project management team and other team members as needed;
– Assist in reviewing constantly provincial work plans, field outputs, to ensure that they are appropriate and realistic.
– Assist in emergency response when required;
– Gathering assessment data which may include activities such as organising village/community meetings to define needs, undertaking household interviews and participating in meetings with local authorities;
– Maintain good working relations with partners and staff;
– Translate documents from English into Vietnamese and vice versa when needed; and
– Assist in all day-to-day project financial and administrative work and procedures or other tasks  required by project manager;

Selection criteria
– Relevant degree or one year experience to the position;
– Ability to work effectively as a team member and with minimal supervision;
– Familiarity with the project area and local residence will be an asset; and
– Willing to be based in the field;
