CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE in Vietnam is looking for experienced and qualified Vietnamese national to fill the Senior Project Officer and Project Officer positions for a re-integration support project named Striving for Transformation through Empowered People (STEP) implemented in Can Tho city and An Giang province.

1.  Senior Project Officer Position information:

Position title:                             Senior Project Officer

Reporting to:                             Project Manager

Contract:                                  08-month contract with potential for extension

Base in:                                    Can Tho with travel to project sites as required

Position Summary

The Senior Project Officer will assist the Project Manager to coordinate and manage all project activities in Can Tho, including partner liaison, activity implementation, monitoring, financial and resource management, and project administration.

Duties

  1. Prepare the comprehensive plan of activity implementation for Can Tho and An Giang on 6-month basis
  2. Ensure the overall quality implementation in accordance with project documents, quality and technical guidance, and contractual agreements
  3. Develop all relevant training materials, facilitation guidelines and other necessary tool kits
  4. Provide capacity building and strengthening to relevant local partners abd CBOs
  5. Document description of the STEP’s models and necessary materials for handing-over to partner.
  6. Provide technical support to expand and replicate the STEP models to new location.
  7. Ensure transition and handover process to local partners in terms of effectiveness and sustainability.
  8. Involve in end of project evaluation and impact assessment
  9. Participate in develop concept and design for the STEP future program
  10. Conduct regular monitoring visits to ensure the quality and progress of work
  11. Liaison with partners, local authorities and other agencies for good coordination
  12. Perform any other duties as reasonably requested by supervisors and in line with organizational priorities.

Selection Criteria

–         At least two year experience in community-based health projects for international organizations

–         At least one year experience working PLHIV, preferably with sex workers, drug users

–         Familiarity with and commitment to gender equity is preference.

–         Good interpersonal skill, planning skills and communication skills

–         Strong presentation skills, training and facilitation skills

–         Good written and reading English skills at least

–         Good computer skills on Word, Excel, PowerPoint and e-mail applications

–         Ability to work effectively as a team member and with minimal supervision

2.  Project Officer Position information:

Position title:                             Project Officer

Reporting to:                             Senior Project Officer

Contract:                                  08-month contract with potential for extension

Base in:                                    An Giang or Can Tho with travel to project sites as required

Position Summary:

The Project Officer will assist the Senior Project Officer to coordinate and manage all project including partner liaison, activity implementation, monitoring, financial and resource management, and project administration.

Duties:           

  1. Set out the comprehensive plan of activity implementation at least on monthly basis
  2. Develop, supervise and implement all province -based activities in close collaboration with relevant partners
  3. Develop project management systems, e.g. project activity plans and budgets for community-based organizations (CBO), and supervise their implementation
  4. Provide trainings and capacity building and/or capacity strengthening to end beneficiaries
  5. Collect, analyse and manage the information on the project according to the project monitoring and evaluation plan and prepare reports in agreed formats.
  6. Conduct frequent monitoring to ensure the quality and progress of work undertaken by the project partners in project sites
  7. Liaison with partners, local authorities and other agencies for coordination and capacity building
  8. Perform any other duties as reasonably requested by supervisors and in line with organizational priorities.

Selection criteria:

–         At least one year experience in community-based health projects for international organizations

–         At least one year experience working in the field of HIV; preferably with sex workers, drug users

–         Good interpersonal communication, training and/or facilitation skills

–         Good written and spoken English skills

–         Good computer skills on Word, Excel, PowerPoint and e-mail applications

–         Ability to work effectively as a team member and with minimal supervision
