Terms of Reference: Documentation and lesson learnt from DRR planning process
Project: Increase local Disaster Risk Management capacity in Thanh Hoa Province (DIPECHO Thanh Hoa)

CARE in Vietnam is the representative of CARE International in Vietnam. CARE in Vietnam operates under the lead membership of CrARE Australia. The laws and regulations of the Government of Vietnam apply to all staff, contactors and consultants.   Within CARE in Vietnam the Country Director has overall management authority as the representative of the lead member and of CARE International.

A. Background information

In implementation of DIPECHO Thanh Hoa project, Project Implementation Committee together with local mass organisations such as the Red Cross and Women’s Union have been important actors in disaster risk management and emergency response, in carrying out projects in disaster risk management, training in Community Based Disaster Risk Management (CBDRM), and public awareness campaigns. Together with awareness raising sector, participatory planning to develop commune master plans in project area has been conducted, which results to different action plan and mitigation options occurred in order to help communities more resilient toward disaster.

B. Scope of services:
The Consultant will work with CARE in Vietnam’s project team and support staff to conduct the study. The main objectives of study are to document all DRR planning processes which have been carried during project lifetime,  make recommendations based on lessons learned to contribute to government planning process and coming CBDRM projects. (Please referred to attached TOR for more detail).

C. Timeframe and budget
The evaluation will start on 20 December 2009 and final report must be submitted on 14 January 2010.
