Mekong Economics Ltd. is a regional consulting firm, with main office in Hanoi, specializing in the provision of technical assistance to projects and programs funded by multilateral and bilateral international organizations and the private sector. Our core expertise is in the areas of economic and socio-economic development in various sectors, including rural, infrastructure and industrial development.

MKE specializes in providing services to international development agencies, non-government organizations and corporate clients. MKE has successfully implemented projects for the World Bank, ADB, DANIDA, SIDA, AusAID, UNDP, UNOPS, DFID and GTZ. During 2003-2006, MKE won and implemented over 120 consulting projects throughout the GMS region.

We have just won the project “Making Markets Work Better for the Poor Phase 2” funded by Asian Development Bank (ADB). Brief description of the project is as below:

From 2003 to 2007, the ADB implemented a policy research-oriented regional technical assistance (RETA) entitled Making Markets Work Better for the Poor (M4P1), which covered Viet Nam, Lao People’s Democratic Republic, and Cambodia. M4P1 was successful in raising awareness of the potentially positive role of market development in achieving poverty reduction as well as economic growth and was completed at the end of 2007. On December 2006, the Department for International Development (DFID) expressed an interest in co-financing Making Market Work Better for the Poor Phase 2 (M4P2) in Vietnam. M4P2 is a country-specific Technical Assistance (TA). TA activities will be more action-oriented and restricted to three focus areas: (i) Infrastructure services, (ii) value chain development, and (iii) labour markets. The proposed TA comprises three main components: (i) action research funding; (ii) capacity building, and (iii) the Vietnam Market Participation Challenge Fund (VMPCF).

We are now URGENTLY seeking capable national consultants who have strong experience for the following position:

1. Labour Market Specialist (12 Months Input)

The Labour Market Specialist will report to the Action Research Specialist and will provide specialized inputs for selecting policy action research studies focusing on labour markets, and technical assistance to CIEM in the management and implementation of the M4P2 action research themes in labour markets. Under the management board’s guidance and in close collaboration with the Project Coordinating Unit, the expert will assist CIEM in the day-to-day management of the research theme and the on-going development and improvement of activities undertaken within the research theme. The consultant will also:

 Assist in the preparation and finalisation of two action research products per year under the labour market research theme;
 Provide technical assistance on the thematic research area as requested by CIEM; and
 Provide technical assistance to ADB and other agency project and programme design activities as requested by the Project Director and the implementing agencies.

2. Public Private Partnership (12 Months Input)

The Public-Private Partnership Specialist will report to the Action Research Specialist and will provide specialised inputs for selecting policy action research studies focusing on public-private partnerships in infrastructure services, and technical assistance to CIEM in the management and implementation of the M4P2 action research themes in public-private partnerships in infrastructure services. Under the management board’s guidance and in close collaboration with the Project Coordinating Unit, the expert will assist CIEM in the day-to-day management of the research theme and the on-going development and improvement of activities undertaken within the research theme. The consultant will also:

 Assist in the preparation and finalisation of two action research products per year under the public-private partnerships in infrastructure services research theme;
 Provide technical assistance on the thematic research area as requested by CIEM; and
 Provide technical assistance to ADB and other agency project and programme design activities as requested by the Project Director and the implementing agencies.

3. Value Chain Expert (12 Months Input)

The Value Chain Specialist will report to the Action Research Specialist and will provide specialised inputs for selecting policy action research studies focusing on value chain development, and technical assistance to CIEM in the management and implementation of the M4P2 action research themes in value chains. Under the management board’s guidance and in close collaboration with the Project Coordinating Unit, the expert will assist CIEM in the day-to-day management of the research theme and the on-going development and improvement of activities undertaken within the research theme. The consultant will also:

 Assist in the preparation and finalisation of two action research products per year under the value chain research theme;
 Provide technical assistance on the thematic research area as requested by CIEM; and
 Provide technical assistance to ADB and other agency project and programme design activities as requested by the Project Director and the implementing agencies.
