POSITIONS AVAILABLE IN BINH DINH                                      

CARE in Vietnam is a Non-Government Organisation representing the CARE International network. CARE in Vietnam is a creative and dynamic organisation, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE in Vietnam is looking for experienced and qualified Vietnamese individuals for a Community Based Disaster Project with the goal is to enable poor households in 3 selected districts and communes in Binh Dinh to sustainable live with recurrent drought.
The working base for these positions is in Binh Dinh and contract duration is two years with a strong possibility of an extension.

The positions CARE in Vietnam is seeking to fill for this project are:

1. Project Manager: Job Code: OFDA – PM

Major responsibilities:
– Direct management of project activities, staffing, partner relations and contracts related to project.
– Develop and manage the implementation of project workplans and budgets in compliance with approved donor and government guidelines.
– Coordinate with other sectors within CARE to ensure comprehensive programming.

Selection Criteria:

Significant experience and expertise in the following areas:
– Rural development
– Agriculture and agricultural extension
– Community based disaster mangement
– Planning and program management
– Capacity building and community relations
– Management of program financials and procurement
– Community based techniques
– Monitoring and Evaluation
– Working in an international organization is an advantage.
– Fluent written and oral communication skills (English and Vietnamese).
– Analytical and conceptual ability
– Ability to make timely and quality judgements and decisions
– Ability to work effectively as a team leader, team member and with minimal supervision
– Essential to these roles, is proven experience working with Provincial, District and Commune Government as a facilitator and familiar with local Government systems. Build the capacity of provincial and district agricultural staff in participatory agricultural extension

– Ensure that gender, poverty and environment are mainstreamed through all aspects of the program.

2. Project Officer: Job Code: OFDA-PO

Major responsibilities:
– Development of the project training schedule, IEC materials for agricultural and livestock training
– Organization and implementation of training workshop of agricultural and livestock training and demonstrations
– Coordination of vocational training and study tours
– Experience in M&E
– Facilitation of disaster risk assessment and community participatory action planning
– Monitoring of the disaster mitigation implementation process

Selection criteria:
– At least 2 years experience in community facilitation
– Proven professional experience in communication and training
– Good English skills
– Ability to work effectively as a team leader, team member and with minimal supervision

Project Assistant: Job Code: OFDA-PA

Major responsibilities:
– Handling project administration work, translation and interpretation as required;
– Assist project finance work including updating budgets, financial reports; preparing contracts and payments in accordance with CARE in Vietnam regulations and procedures.
– Liaison with the staff of partner organisations, local authorities and other agencies

Qualifications and Experience:
– At least 2 years experience in administration and/or finance work.
– Good interpersonal and communication skills are essential
– Proficiency in the use of computer software including Word and Excel
– Good spoken and written English is an advantage
– Ability to work effectively as a team leader, team member and with minimal supervision
