The Embassy of the United States of America in Hanoi is seeking an individual for employment for Medical Research Scientist position in its Centers for Disease Control and Prevention (CDC).

BASIC FUNCTIONS OF THE POSITION

Incumbent of this position will serve as a senior member of the Vulnerable Populations Unit of the CDC Prevention Branch developing, organizing, implementing, coordinating, and supervising prevention innovation strategies and activities, such as various community outreach and other HIV risk reduction programs for high-risk persons (e.g., IDU, MSM, CSW and their partners) conducted by CDC/Prevention/Global AIDS Program (GAP) Vietnam in collaboration with the Vietnam Ministry of Health.  The incumbent must have thorough knowledge of a wide range of behavioral theories related to HIV prevention, demonstrated ability to translate theory into practice, as well as knowledge and experience in evaluating programmatic interventions (e.g., risk assessments, development of informative program metrics), and in adapting methodologies to current political context and epidemiological trends.

QUALIFICATION REQUIREMENTS

NOTE: All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each item.

(1)  Bachelor degree in Public Health, Health Policy, Health Management, Epidemiology, Behavioral Sciences, Public Administration or related field is required.  (2)  Must have at least of three years progressively responsible work in HIV/AIDS and harm reduction interventions, including direct experience with HIV/AIDS programs for special populations (IDUs). This includes experience interacting with supervisors, subordinates and professional staff from other institutions or organizations.  (3)  Must have knowledge of the Vietnamese public health system, and the function of Non-Governmental Organizations working in the area of HIV/AIDS.  Must be able to develop appropriate protocols and detailed guidelines in the absence of specified procedures.  A thorough knowledge of behavioral change models (including those relating to, sexual risk reduction and harm reduction) is required.  (4)  Must possess the sensitivity and professionalism to address HIV-related issues.   A demonstrated ability to work effectively with persons at all levels of the public health system is also required.  (5) Level 4 (Fluent) Speaking/Reading/Writing English is required (this will be tested).  Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
