Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam for more than 15 years. CRS projects assist local counterparts to build capacity in the areas of Education, HIV/AIDS, Emergency and Climate change. Reflecting our commitment to carry out quality programming to benefit the poor, we are now seeking a dynamic Vietnamese candidate for the position of Climate change/Disaster Risk Reduction Project Coordinator based in Ha Noi.

Title: Climate Change/Disaster Risk Reduction Project Coordinator

Reports to: Community Education Program Manager

Supervision: Climate Change/Disaster Risk Reduction Project Officers

Project site: Vinh Long and Quang Nam province

PRIMARY FUNCTION

Coordinate and oversee the project implementation and partner relationships for “Social resilience to Climate change and Disaster Risk in rural Viet Nam” project in Quang Nam and Vinh Long province. Participate in fundraising and strategy development for Community education program. This position is based in Ha Noi with at least 30% travel to project sites in Vinh Long and Quang Nam province.

SPECIFIC RESPONSIBILITIES

Programming 

Project Planning: Develop Project Life Implementation Plan, annual and monthly activity plans for Climate Change/Disaster Risk Reduction (CC/DRR) education project, in coordination with CRS project team and local partners.

Project Implementation: Take leadership role in facilitating the implementation and monitoring of CC/DRR project activities, with a focus on supporting informal structures at community level and primary schools to respond to climate change impacts and disaster risks. Provide oversight and support to the project team in implementation of provincial and district level activities.

Project Quality Management: Participate in development of program quality and monitoring quality indicators. Maintain M&E system and feedback mechanisms between CRS and local partners.

Technical support: Participate with external consultants to strategize training for community on CC/DRR related issues, which includes: designing tools for assessing community Knowledge- Attitude-Practice, developing training plan and training materials; providing input to the development of awareness raising/advocacy materials; conducting and/or facilitating training process and; evaluating the impact of training at community level. Facilitate a participatory process of designing and implementation of community innovative projects to deal with CC and DRR. Provide support to local action planning on CC and DRR.

Field Monitoring: Make regular field visits to project sites to meet with project counterparts and participants and to monitor quality of activity implementation. Follow up with the implementation and monitoring plan. Coordinate the field trips schedules of staff and ensure effective implementation.

Reporting: Ensure regular recording of field trips and activity implementation. Support Program Manager in preparing donor reports, and other reports as required.

Documentation: Participate in compiling lessons learned, designing and implementing events for exchange of program experience. Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing system to compile and disseminate best practices within and outside CRS.

Program Strategy Development: Contribute to strategic planning and program development within CRS/Vietnam. Contribute to development of new projects and proposals as required.

Finances

Financial Oversight: Develop and monitor annual program budgets.  Maintain regular financial planning, review and adjustment. Ensure that the CC/DRR project documentation is recorded in a clear, accurate way. This includes, but not limited to coordination of advances, liquidation, payment requests and consultant payments.

Financial Reporting: Ensure effective tracking and reporting on budget expenses.

Personnel 

Supervision: Supervise and coach CC/DRR education project staff, including providing support for their annual performance plans; providing quarterly coaching sessions and completing staff’s annual performance appraisals.

Consultant Relations: Oversee development and management of technical assistance and consultancies for CC/DRR education project. Ensure effective implementation of consultancy contracts, including development of scopes of work, supervising planning, work output and personnel management of consultants.

Partnership, Advocacy and Networking

Partner Relations: Maintain positive working relations with relevant government bodies, international organizations, civil society organizations and local partners.

Networking and Advocacy: Maintain positive relations with partners and relevant civil society organizations. Attend external meetings and networking activities related to climate change and civil society development.

Other: Troubleshooting and other tasks as necessary, education program activities / projects as requested by supervisor.

Qualification and Personal Skills:

1. Master degree in fields relating to Environment, Social Sciences and/or Education

2. At least five years professional experience, preferably with Vietnamese or international NGOs in the area of Environment, Climate Change, Disaster Risk Reduction and Education.

3. Knowledge of issues and policies related to CC/DRR in Vietnam

4. Knowledge and practical experience in working with Civil Society organizations.

5. Good organizational and computer skills

6. Excellent spoken and written English

7. Good communication and interpersonal skills

8. Confident, proactive and flexible in work duties

9. Ability to work independently as well as in a team

10. Availability to travel to project sites.
