1 – Background
CARE in Vietnam is the representative of CARE International in Vietnam. CARE in Vietnam operates under the lead membership of CARE Australia. The laws and regulations of the Government of Vietnam apply to all staff, contractors and consultants. Where a staff member is contracted to a CARE member outside of Vietnam, the laws and regulations of the employer’s nation may also apply. Nothing in the following statement is to be read as contradicting or overriding this reality.

CARE Viet Nam recognises climate change poses significant challenges in Vietnam’s development and has developed a Climate Change strategy to respond.  The strategy focuses on four areas of adaptation, mitigation, advocacy and organisational change.

CARE is now seeking for a national volunteer to work 50% closely with Civil Action for Socio-Economic Inclusion in Sustainable Development for Ethnic Minorities in Northern Vietnam (CASI III). CASI III program goal is recognised as Ethnic minorities in northern Vietnam are enabled to determine and realise their own equitable and sustainable development, with dignity. CASI III has five operational components:  Civil Society Strengthening, Ethnic Minority Rights and Voice, Natural Resources Governance, Sustainable Services for Economic Development, and Coping with Disaster and Climate Change.

The volunteer also works 50% with CARE Climate change and the Coping with Disasters and Climate change component. The main purpose of this component is to “reduce the negative impacts of climate variability and change on poor and vulnerable people with a focus on minority groups in northern Vietnam and build their adaptive capacity to the impacts of Climate Change”. The Component also aims at implementation of CARE VN Climate Change Strategy.

2. Specific tasks
The Volunteer will support CASI programme (50%) and Coping with Diasters and climate change component as belows:
1. Support in information collection for project proposal development
2. Translations of documents from English to Vietnamese and vse versa
3. Promote the Green Team in CARE Hanoi office
4. Support in organising workshops, meetings, trainings
5. Support in financial issues: advance, aquital, contract, according to CARE procedures
6. Take minutes and prepare workshop, meeting reports
7. Other tasks as required

3. Time and location
The contract with volunteer will be 1 year with potential extension.
The work will start from August 2011 exact dates will be clarified between CARE Vietnam and the volunteer.
The volunteer will be based in Hanoi and spend 25% of her/his working time travelling to project areas if required.

4. Selection criteria
– University Degree
– Good English written and spoken skills
– Good computer skill (internet, microsoft word, excel, powerpoints, outlook express)
– Good team work
– Well organised, self motivated and flexible
