NAVcần tuyển cán bộ tư vấn khảo sát tại Vĩnh Hải và Phong Bình, Thừa Thiên Huế từ tháng 8 đến tháng 12 năm 2011 nhằm tiến hành một số khảo sát về sử dụng năng lượng tái sinh tại địa phương. Hạn nhận hồ sơ đến 25 tháng 7 năm 2011.

1. Background and rationale:
Traditional fuel practices of rural people, habit of burning agricultural wastes after harvesting crops and animal manure are contributing to increase emission of greenhouse gases in the atmosphere. In order to support poor families, cooperatives and private agricultural enterprises handling this problem, NAV is implementing a pilot renewable energy project in Vinh Hai and Phong Binh communes with a series of solutions e.g. building single- and multi-users biogas plants, using efficient energy stoves, producing organic fertilizer from argricultural waste, producing biomas fuel from rice husk and applying biogas for farm machines.

NAV is therefore seeking to recruit a consultant with substantial experience in climate change mitigation, gender and baseline data. The consultant will be responsible for conducting one baseline study on renewable energy in the two selected communes.
2. Purpose:
Collect and analyze the data, set up baseline data system which will serve as baseline information for future evaluations of program impact.
3. Scope of work
The target groups of the project are:
a. Poor people and communities affected by climate change impacts in Vinh Hai commune– Phu Loc district and Phong Binh commune – Phong Dien district.
b. Local authorities including local government units and mass organizations
c. Partners e.g. Project management board
Key issues to be addressed are:
– Status quo of traditional energy and fossil fuel practices, and potential renewable energy alternatives.
– Gender issues in energy use:
– Men and women’s participation in division of labor, decision making (individual, household and community levels)
– Ownership, control over and access to resources and services
– Constraints on men and women’s participation
– Agricultural practices which contribute to greenhouse gases emission: burning agricultural waste and by-products, livestock, chemical fertilizer.
3.Key activities:
a. Set up baseline data system which will serve as baseline information for future evaluations of project impacts.
b. Outline the key components of a Monitoring and Evaluation Framework for the pilot project’s results, outcomes and impacts with consideration on the gender issues.
c. Mapping current and potential low carbon farming methods to solve addressed issues.
d. Make a survey report in Vietnamese and English
e. Facilitate presentation workshops on survey’s finding in the two communes
4. Consultant Qualifications
A postgraduate degree in one or more relevant subjects.
Documented experience relevant to climate change preferably in South-East Asia.
Proven analytical skills and ability to relate consequences to adequate and concrete
actions and recommendations for a particular context.
Experience on conducting baseline studies, M and E.
Excellent oral and written communication skills in English.
Experience in Programme/Project development and community development on grassroots level.
Knowledge of national and provincial strategies for climate change as well as
Vietnamese culture, politics and economic geography is an advantage.
5. Logistics
For work conducted in Thua Thien Hue, NAV will support with office space, accommodation, local transport connected to the assignment and other facilities.
