CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Private Sector Engagement (PSE) Coordinator position.

Position information:
Position title: Private Sector Engagement (PSE) Coordinator
Contract: Two years contract with potential for extension
Base in: Hochiminh City with travel to project sites as required

Summary of Job:
The main purpose for the position of PSE Coordinator (PSEC) is to develop and implement a PSE strategy that will strengthen CARE Vietnam’s program approach and work on women’s empowerment, and support CARE’s overarching objective of enabling the worst-off and most marginalized people to benefit from economic growth in Vietnam. The PSEC will provide leadership
and conceptual guidance to work in partnership with the private sector in order for CARE Vietnam to achieve its poverty alleviation objectives.

 1. Development of PSE Strategy, Partnerships and Programs Lead the research and development of a PSE strategy for
CARE Vietnam taking past experiences in Vietnam and the
larger Asia region into consideration
Lead research and development of possible new strategic
partnerships that promote empowerment and social benefit
for poor and marginalized people, and generate funding for
CARE’s work
Work with country office (CO) to pilot innovative
empowerment strategies within larger, ongoing programs,
and channel the learning from this work into new program
design
Lead development of a learning system to capture
information on sustainable PSE models and approaches,
as well as share information on CO success with programs
Work collegiately across Asia-Pacific region, and globally,
with those CARE colleagues active in PSE – eg through
CARE’s Private Sector Working Group for Asia-Pacific,
and through CARE’s global Corporate Engagement
Taskforce
2. Collaboration and networking with PS partners Develop more structured communications with private
sector partners, that supports CARE Vietnam’s PSE
strategy
Provide leadership in strategic negations and discussions
with private sector partners prior to setting up a
partnerships program, as well as on follow-up discussion
sessions
Represent CARE on key dialogs, platforms, forums,
discussions, conferences, etc organized by private sector,
as well as other development organizations (including
donors and academic groups)
Maintain good contact and interaction with the mainstream
PSE actors
3. Promote conceptual clarity for range of contemporary
PSE models and approaches1
Provide leadership to CARE Vietnam thinking around
working with the private sector (to contribute to
implementing the CO strategic directions)
Share papers, reference materials as appropriate with PSE
core team and relevant programs
Contribute to a better understanding of social
entrepreneurship in relation to CARE Vietnam’s
investments in the private sector
Develop a clear understanding of CSR and a strategy for
using CSR to economically empower and improve the lives
of the poor
4. Build a cadre of private sector development professionals within CARE Vietnam Build the capacity of a core team of staff to support the development and the implementation of CARE’s PSE interventions
Coordinate technical assistance in the area of PSE and empowerment
Build internal capacity of staff, which will enable them:
o Understand best applicable approaches to CSR
o And carry out ‘due diligence’ work relating to CSR
Develop and implement plans for staff to access high quality PSE and CSR training
Maintain productive relationships with key consultants that would add value to program development around PSE for poor people
5. Ensure effective PSE related learning, monitoring and impact measurement systems are in place Lead development of effective learning and measurement framework, processes and systems
Ensure process documentation of lessons learned during conception, implementation and follow-up of PSE programs
Monitor and document the link between PSE activities and the poorest people in program areas.
Lead holding of local, national, regional and international level seminars and conferences to share learning from PSE work.

Selection Criteria
• A minimum of Masters Degree in Business, Economics, Agriculture Economics or other relevant discipline
• At least 5 years relevant working experience in linking development work with the private sector in a senior level position (project manager or above),
• Excellent communication, analytical and leadership skills
• Solid strategic thinker.
• Experience of project design, planning and fundraising
• Very strong presentation and inter-personal skills
• Excellent written and verbal English skills
• Experience in networking with national and international organizations and institutions
