Consultants (Cultural Statistics)

 

BACKGROUND 

 

Purpose

The United Nations Educational, Scientific and Cultural Organization (UNESCO) is seeking highly experienced and qualified consultants to conduct a diagnostic survey on cultural statistics in Vietnam, coordinate training and consultation workshops

and  identify next steps toward the development of a national framework for cultural statistics.

 

Project background

In the context of the One UN Initiative in Vietnam, the One Plan Database has been set up to monitor Vietnam’s progress in the  development areas that the UN supports. However, the cultural indicators are limited and little data on culture can be generated, which does not reflect the economic and social contribution of culture to development in Vietnam, nor does it take into consideration the new areas in culture (intangible cultural heritage, creative industry).

 

In order to advocate the role of culture in development, the UNESCO Institute of Statistics has produced a revised Framework for Cultural Statistics (FCS), 2009.  The 2009 FCS is a tool for organizing cultural statistics both nationally and internationally. 

It is based on a conceptual foundation and a common understanding of culture that will enable the measurement of a wide range of cultural expressions, irrespective of the particular economic and social mode of their production.  Through its standards definition, FCS will also allow for the production of comparable data and create a new type of knowledge base to facilitate strategic planning in cultural policy. 

 

Based on FCS, the project aims to 

(i)  Support advocacy for the economic and social contribution of culture by collating relevant existing data and identifying gaps, and 

(ii)  Promote the development of a national framework for cultural statistics which will provide a holistic view of culture in Vietnam supported by data from a variety of different sources.

 

DUTIES AND RESPONSIBILITIES

Under the supervision of the National Professional Officer on Culture, and with support of UNESCO Institute of Statistics, the consultants will conduct the following tasks: UNESCO Hanoi

 

  Conduct a diagnostic survey to produce an overall summary of existing cultural statistics in Vietnam and identify potential conditions or opportunities to develop and use cultural statistics.  The diagnostic survey should include the use of 2009 FCS, consultations with stakeholders and desk-reviews of existing data and information.

  Based on findings of the diagnostic survey,  produce a presentation and training materials and organize a workshop on the application of the 2009 FCS in Vietnam.  The workshop aims  to promote the use of the 2009 FCS among international partners and national couterparts and identify national priorities in cultural statistics.

  Consolidate main findings of the diagnostic survey and inputs from the workshop to  produce a draft  strategy for national framework of cultural statistics.  This strategy is aimed at policy makers and provides concrete recommendations for the development a national framework of cultural statistics.

  Support the organization and implementation of a roundtable meeting with policy makers to discuss the basis of a national framework and finalize the strategy for a national framework of cultural statistics.

The consultants will be responsible for the following deliverables:

QUALIFICATIONS AND EXPERIENCE

 

Educational background

  Advanced degree in statistics, economics, public policy or other relevant disciplines with academic knowledge of statistics

 

Professional experience

  Experience in statistics and data analysis

  Experience in policy development

  Experience working with government and statistical institutes is preferable

  Knowledge of, or proven interest in the culture sector and cultural statistics, would be an asset

 

Skills

  Excellent analytical skills

  Excellent communications skills and presentation skills 

  Teamwork

  Fluency in English and Vietnamese
