Oxfam Hong Kong (OHK) is a member of Oxfam International and an independent development and relief agency based in Hong Kong. It works with poor people regardless of race, sex, religion or politics in their struggle against poverty, distress and suffering. OHK has worked in Vietnam since 1988. It has the following vacancy in its Vietnam Office.

Advertisement: Programme Officer – OHK Vietnam

The Nghe An Programme continues to be OHK’s largest and has achieved excellent results in its’ work on livelihoods and disaster management. OHK requires a Programme Officer who will build upon these successes to achieve greater impact. The ability to work with Government, donors and civil society will be essential, particularly on strategic priorities such as development planning (SEDP, VDP), upland livelihoods (agriculture and forestry) and mainstreaming (climate change, gender). The Programme Officer is also expected to establish and transfer management responsibilities for the programme to the new field office over a two year period.

The post will be based in our Hanoi office with travel in Vietnam and the region.

• Initiative and innovation – ability to analyze new information and develop new initiatives both internally and externally
• Excellent communication skills at all levels – strong written and spoken English and Vietnamese; good IT skills
• Excellent interpersonal relations and teamwork

Specific Competencies
• Vietnamese national;
• Advanced university degree in development related field or equivalent experience.
• Minimum 3 years experience in community development and grant management with ethnic minorities in upland areas of Vietnam;
• Personal commitment to Oxfam principles and the rights based approach, including gender and cultural equity, and participation;
• Ability to travel to remote areas and stay away from home for up to 30% of work time;
• Ability to engage on a personal level with poor marginalized communities and individuals;
• Ability to provide strong input into OHK’s strategies and plans;
• Ability to strengthen OHK’s monitoring, evaluation and learning;
• Strong networking skills which can build alliances and partnerships
• Experience of managing a field office effectively
• Able to contribute to fundraising and external communications work in Vietnam and Hong Kong

Terms and Conditions: This Hanoi-based position is offered on a two-year contract, 2 months probation period at start of contract. Terms and conditions are as per OHK personnel policy.

Gross Annual Salary Full Range: US$ 15,945 to US$ 21,099
