RECRUITMENT OF NATIONAL PROGRAMME OFFICER FOR MONITORING AND EVALUATION (NATIONAL STAFF)

UNAIDS Viet Nam is recruiting for a full-time Monitoring and Evaluation National Programme Officer for 12-months initially with a possibility of extension, to be based in Hanoi.

Duties and responsibilities: As part of the Strategic Information Team in UNAIDS CO, and under the supervision of the Monitoring and Evaluation Adviser, the Monitoring and Evaluation NPO will

– Support the strengthening of national Monitoring and Evaluation system

– Facilitate the adaptation of relevant indicators for monitoring the national situation and response;

– Support appropriate mechanisms for harmonization and effective synergy among key stakeholders:

– Facilitate and support the collation and utilization of data to inform policy and strategy on HIV including the mobilization and allocation of national and international resources;

– Contribute to the collation, analysis and synthesis of data on country situations and responses;

– Facilitate the utilization of such data for advocacy and the mobilization and strategic allocation of resources, including through support to VAAC and Country Coordination Mechanisms for the design of major grants;

– Facilitate and support strategic planning processes generally, including the conduct of government-led participatory reviews of national programmes;

– Facilitate and support the preparation, collation and dissemination of major national HIV/AIDS reports.

Qualifications

Education

– Advanced university degree in public health, social science, or statistics ;

Competencies – Ability to consolidate information from multiple resources;

– Demonstrated skills in the formulation, development and implementation of monitoring and evaluation frameworks;

– Ability to prepare strategic information for decision makers;

– Ability to write reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations.

– Proven ability to work independently and as a member of a multidisciplinary and multicultural team.

– Well-developed communication skills to liaise, negotiate and advocate with key stakeholders including with other implementing agencies

– Ability to work with basic presentation software

Experience

– A minimum of 5 years of professional experience demonstrated at the national level in managing and implementing HIV programmes, preferably in the field of Monitoring and Evaluation

– Desirable: Experience with UN Agencies and international donors

Language

– Proficiency in written and spoken English and Vietnamese is strongly desired.
