National Project Manager

The United Nations Development Programme in Hanoi is seeking a qualified Vietnamese national to fill the position of National Project Manager within a new project which aims to develop the links between evidence based research and policy making in Viet Nam.

Duties and Responsibilities 
– Assume operational responsibility for running of the project office 
– Manage any allocated projects, i.e. formulation, implementation, monitoring and evaluation 
– Assume direct responsibility for managing the project budget and administering project inputs 
– Manage human resource and procurement requirements of the project 
– Ensure all project agreements and activities are in line with contractual agreements and policies 
– Prepare project management reports including quarterly, annual and terminal reports 
– Manage, supervise and guide national/international project staff and contracted experts to ensure that the project functions effectively 
– Manage the project?s physical resources 
– Coordinate with project stakeholders at national and local level

Qualifications 
– Masters degree in relevant field: economics, business, public administration or social science 
– Proven experience (at least 7 years) in project development, management and
implementation 
– Strong financial, human resource and IT skills 
– General knowledge of substantive matters that are addressed by the project including research management, policy advocacy and human development an asset 
– Strong inter-personal, networking, partnership building, team building, presentation and communication skills 
– Experience in gender mainstreaming an asset 
– Proficiency in the use of information technologies and good computer skills,
particularly in the use of MS Office Package (MS Word, MS Excel, etc.), Vietnamese software ABC, and use of web-based content management systems (e.g. Joomla, Plone, etc.) 
– Familiarity with concept and principles of Prince2/MSP project/programme methodologies an asset 
– Experience of working with government institutions and with UNDP projects an asset 
– Fluent written and spoken English

National Research Coordinator

The United Nations Development Programme in Hanoi is seeking a qualified Vietnamese national to fill the position of National Research Coordinator within a new project which aims to develop the links between evidence based research and policy making in Viet Nam.

Duties and Responsibilities
This position is to provide administrative and logistical support to the implementation of project activities in the areas of research management and scientific evidence based policy advocacy: 

– Provide support in the day to day management of research management/ policy advocacy project activities including administrative, logistical and financial tasks 
– Assist in the preparation and implementation of research management/policy advocacy missions through liaison with relevant consultants, organisation of mission activities and provision of administrative support 
– Organise project activities such as training sessions, workshops, seminars, international study tours including logistical arrangements for project staff, consultants and invited guests (visas, transportation, hotel bookings etc.) 
– Assist the project in the preparation of required project documents (e.g. quarterly report, annual report and the Final Project Report) as required 
– Draft correspondence on administrative and project matters including ToRs and contracts for consultants/experts for project activities 
– Undertake translation and non-simultaneous interpretation when required 
– Prepare background materials for discussion and briefing sessions on project matters 
– Carry out other duties as required for the successful implementation of the project

Qualifications 
– University degree in a relevant field, preferably economics, development studies, political science or other social science 
– A minimum of 6 years of relevant work experience in project management or business/public administration 
– Experience in the organization of workshops, seminars and on the job training 
– Strong administrative, organisational and coordination skills 
– Proficiency in the use of information technologies and good computer skills, particularly in the use of MS Office Package (MS Word, MS Excel, etc.), Vietnamese software ABC, and use of web-based content management systems (e.g. Joomla, Plone, etc.) 
– Familiarity with concept and principles of Prince2/MSP project/programme methodologies an asset 
– Experience with UNDP/government procedures for project management an asset 
– Familiarity with and experience in government institutions and procedures an asset 
– Fluent written and spoken English
