Partner Support Officer (PSO)

CARE in Vietnam is a Non-Government Organisation representing the CARE International network. CARE in Vietnam is a creative and dynamic organisation, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE in Vietnam is looking for experienced and qualified Vietnamese individuals for Women’s Livelihood and Rights Clubs Phase II (LARC II) component, Civil Action for Socio-economic Inclusion in Natural Resource Management Program (CASI). Position is based in Hanoi with frequent travel to the provinces (from 70% of time depending on particular position).

Summary of Jobs:

The overall responsibility of the Partner Support Officer is to assist the Women’s Union of Hoa Binh provinces in implementing the component. She will provide technical and administrative assistance to the component management in planning, implementation, reporting and evaluation of all activities and maintain close liaison with CARE in Vietnam. Special support will be given to advocacy support of the component in Bac Kan and Hoa Binh provinces.

Main Duties:

a) Assist the Women’s Union of Hoa Binh province in the planning and implementation of the component in accordance with the component document, work plans, budgets, and other operational plans agreed between the partners.

b) Special support will be given to the training and supporting Women Union in advocacy activities at the commune/district and provincial levels;

c) Ensure that the component is implemented in accordance with CARE in Vietnam strategic directions and apply CARE programme, administrative and finance management regulations;

d) Provide support to all activities of the component, including training of facilitators and staff, logistic arrangements, participatory assessments, training of LARCs, etc.;

e) Support the Women’s Union staff and management in collecting monitoring data in accordance with the component DM&E plan and in regular reporting to the Component Management Board;

f) Liaise with all relevant component stakeholders regarding implementation of the component:

g) Provide oral interpretation at meetings/workshops and translation of documents, as needed

Selection criteria:

* University degree or demonstrated experience in a relevant area

* At least 2 years experience in the above areas of working

* Fluent written and oral communication skills (English and Vietnamese).

* High level of liaison, representational and interpersonal skills.

* Ability to work effectively as a team member and with minimal supervision.

* Willingness to travel to project areas.

A salary package for each position will be commensurate with qualifications and experience.
