Summary of the Post:

Under the guidance of the Representative and the Programme Officer, Provincial Child-Friendly Programme, responsible for: 1) the planning, implementation, monitoring and evaluation of provincial projects in the Southern Region within the Provincial Child-Friendly Programme; 2) management of UNICEF’s Ho Chi Minh City Office and staff; 3) representational duties for UNICEF for Ho Chi Minh City and the surrounding region, including management of Private Sector Fundraising activities in HCMC.

Major duties and responsibilities:

1. Manage the staff and budget of the Ho Chi Minh City Office and conduct representational duties for Ho Chi Minh City and the surrounding region as required, including management of Private Sector Fundraising activities in HCMC.

2. Design, prepare, implement, monitor and evaluate assigned projects within the Provincial Child-Friendly Programme. Analyze and evaluate data to ensure achievement of objectives and/or take corrective action when necessary to meet programme/project objectives. Contribute to the development and/or introduction of new approaches, methods and practices in project management and evaluation.

3. Prepare programme documents, as required.

4. Participate in intersectoral collaboration with other programme colleagues. Work closely with other staff to ensure high quality technical sectoral inputs into projects under the Provincial Child-Friendly Programme.

5. Undertake field visits to monitor programmes, as well as conduct periodic programme reviews with government counterparts and other partners. Propose and/or undertake action on operational procedures affecting project management and implementation. Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).

6. Meet with national and international agencies covering the management of programmes/projects. Participate in meetings with ministries responsible for programme/project review, and follow up on implementation of recommendations and agreements.

7. Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certify disbursements of funds, monitor and submit financial status reports to the Sr. Programme Officer or Representative, as required.

Qualifications :

· Advanced university degree in Social Sciences, or related technical field.
· Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.

Summary of the Post:

Under the general guidance of the Chief of Health & Nutrition section, responsible for the formulation, planning, design, implementation and evaluation of the “Health & Nutrition policy support” project and as a key senior link represent the Health and Nutrition Programme with the respective Government counterparts and other donor forums

Major duties and responsibilities

1. Design, prepare, implement, monitor and evaluate “Health & Nutrition Policy support” project. Use available data for evaluation and assessment of the programme/project objectives and take corrective action when necessary to meet programme/project objectives. Prepare annual Plans of Action for the “Health & Nutrition Policy support” project, and supervise planning, implementation and timely reporting of the project status.

2. Provide technical leadership in health and nutrition policy analysis, with specific emphasis on their impact on the health and nutrition services for women and children, and provide inputs for the Government to ensure the interests of women and children.

3. Participate with UNICEF/Government/and other partners in the development and identification of new strategic approaches for health and nutrition sector in Viet Nam and contribute to identification of UNICEF’s strategic role and comparative advantage in the rapidly changing context of health and nutrition programme implementation.

4. Assist Government authorities to identify capacity building needs, plan and organize training programmes as part of project and Health and Nutrition programme implementation.

5. Undertake field visits and surveys to monitor and evaluate project implementation, identify problems and propose remedial action. Identify alternative courses of action to accelerate/improve project delivery.

6. Co-ordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability

7. Participate in inter-sectoral collaboration with other programme colleagues as well as with the decentralized programming. Assist in development of appropriate communication and information strategy to support and/or advocate project development.

Qualifications :

1. Design, prepare, implement, monitor and evaluate the nutrition component of the integrated Health and Nutrition Programme. 2. Ensure the accurate and timely input of project information in computerized programme system and the issuance of status reports for monitoring and evaluation purposes. UNICEF supports the Government in areas of health, nutrition, education, water and sanitation, child protection and child injury prevention with the ultimate aim to make Viet Nam a better place for all children and provide them with the necessary protection, care and development opportunities. Careful communication planning, based on evidence and research, is an important part of UNICEF’s support and needs to be well coordinated.

Major duties and responsibilities:

Task 1: Planning and coordination for 3 ProgComm focus areas (Research & development, Capacity building, Integrated Comms strategy)

Output:
a) Research and studies – in consultation with PSP (M&E):
– office-wide research plan for ProgCom related research/studies: KAPs, audience and channel analysis
– technical input in research proposals

b) Institutional capacity building in BCC, IEC, Communication for Development:
– Proposal for an institutionalized training mechanism in the areas of communication to ensure sustainable capacity building of counterparts (e.g. Diploma course with School of Public Health or other viable institution in-country);
– Inventory and assessment of potential institutions
– Initial partnership building with selected institute


c) Integrated communication strategies as an office-wide intervention on two possible areas:
– Communication strategy developed following the key family care practices, combining message from Education, Health, WES and CP and CIP and based on an assessment/inventory of current interventions and materials
– Integrated Behaviour Change Communication Strategy – in support of the PCFP programme in Ninh Thuan – strategy developed with counterparts; support and monitor implementation

Qualifications :

· Advanced university degree in the social/behavoural sciences (Sociology, Anthropology, Psychology, Health Education) with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.

· Five years progressively responsible work experience in the planning and management of social development programmes, with practical experience in the adaptation and application of communication planning processes to specific programmes
· Knowledge of current developments in the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organization and participation.
· Training in strategic communication planning, behaviour analysis, formative research and evaluation of communication interventions.
· Proven skills in communication, networking, advocacy and negotiation.

5. Post Title : Project Assistant, AI group

Summary of the Post:

UNICEF is the coordinating agency of the IEC related activities in the Joint Government – UN Programme to fight Highly Pathogenic Avian Influenza (HPAI) started in November 2005. As a result of the success of previous AI IEC communication activities, UNICEF will continue in its role as coordinator of the avian influenza behaviour change communications.


A full -time project assistant will ensure good coordination and timely implementation of activities in the AI BCC workplan. The project assistant is required to provide logistic and administrative support for the team, particularly to provide input and monitor the progress of the work implemented by UNICEF’s counterparts on avian influenza behaviour change communications. The project assistant will be required to assist in the timely delivery of reports required for programmatic analysis. This post will be instrumental to further improve the capacity and skills in the supply and financial monitoring of AI Communications programme, ensuring effective utilization of funds, as an integral part of efforts to enhancing the Vietnam Office programme monitoring capacity

Major duties and responsibilities:

1. Assist Programme Officer (AI Communication) in processing of CAG and liquidations, monitoring of CAG and the implementation of revolving funds, including regular updating/reporting on CAG and introduction and processing of FACE requests.
2. Organizes data and information, prepares and maintains records, documents and control plans for the monitoring of project/programme implementation and maintains the IEC resource center.
3. Contributes to the preparation of reports, project documents and submissions to Governments by providing information, preparing tables and drafting relatively routine sections. Prepares background information for use in discussions with Governments and other organizations. Participates in the briefing and debriefing of project personnel.
4. Scrutinizes plans of operations, exchanges of letters and takes appropriate follow-up action. Assists in the administrative process of government requests for assistance. Works closely with members of the IEC Working Group (UNICEF, UNDP, WHO, FAO, MARD, MOH, MOET and MOCI) to monitor the progress done by each organization and provide necessary support and timely reporting to the group.
5. Collects information on AI campaign activities and prepares the status reports required for global/regional requests, budget reviews and programme analysis.
6. Supports monitoring of project activities by reviewing a variety of available records from provincial reports and through field visits to project sites
7. Provide support and input to the team in the preparations and implementation of the AWP’s, campaigns, events and workshops.

Qualifications :
· First University Degree, preferably supplemented by technical or university courses related to the development work – financial management, accounting, project management, monitoring.
· Six years of progressively responsible clerical or administrative and accounting work, of which at least 2-3 year closely related to support of programme/project activities. Exposure to work in the area of Communication is desirable.

Major duties and Responsibilities:

2. Arranges appointments for supervisor, receives visitors, places and screens telephone calls, responds to routine requests for information, and assists in making travel arrangements for supervisor
