CARE in Vietnam is looking for one experienced and qualified candidates to fill in Technical Officer- HIV Prevention for the HIV/AIDS project.

Project information:

Pathways for Participation: Strengthening the Civil Society Response to HIV in Vietnam Project (PfP) is a PEPFAR funded project being implemented in partnership by CARE International in Viet Nam (CVN) and Research Triangle Institute (RTI).

PfP aims to place people living with and affected by HIV at the centre of the response in Vietnam. PfP works with civil society organisations (CSOs) representing most at risk populations (MARP’s) including injecting drug users (IDUs) and their sexual partners, male and female sex workers and their clients, men who have sex with men (MSM), and people living with HIV (PLHIV).

PfP focuses activities in three core program tracks:

1. Organisational and technical capacity building of CSOs delivered through ‘local capacity building agencies’ (LCBLAs);

2. Supporting CSO’s to develop and deliver standards based models for HIV prevention and care services through the provision of grants and technical support;

3. Facilitating CSOs to engage in advocacy and policy dialogue with the Government of Viet Nam on HIV related legal and health policy issues.

Through this program of activities, PfP will institutionalise the engagement of CSOs and the MARPs/PLHIV they represent in the design and delivery of services and programs needed to prevent and mitigate HIV.

Position information:

Position title: Technical Officer- HIV Prevention

Reporting to: Community Based Interventions Manager

Contract: One year contract with possibility of extension

Base in: Ha Noi with travel to project provinces and Ho Chi Minh City

Main duties: Under the management of the Community Based Interventions Manager, the Technical Officer-HIV Prevention is responsible for the following task areas:

Task Area 1: Support CSOs to design and implement targeted HIV/AIDS prevention and harm reduction interventions that draw on evidence based and rights based approaches;

Task Area 2: Support PfP and partners to design, monitor and evaluate demonstration projects aimed at contributing to the body of HIV/AIDS prevention evidence in Vietnam;

Task Area 3: Establish best practice implementation indicators and monitor implementation quality;

Task Area 4: Coordinate closely with key Vietnam HIV/AIDS and health programs to ensure that activities implemented under PfP are aligned with national guidelines, policies and procedures and with other complimentary programs;

Task Area 5: Conduct and/or coordinate trainings on models and approaches for HIV/AIDS prevention with CSO and project staff;

Task Area 6: Assist the Community Based Interventions Manager in monitoring, evaluating and reporting on prevention activities funded under PfP;

Task Area 7: Participate in NGO and government forums to represent and promote program activities as required;

Selection Criteria:

• University and/ or advanced degree in fields relevant to public health;

• Previous experience with international or local NGO or aid management organizations;

• A minimum of five years demonstrated experience in the design, implementation, monitoring and evaluation of HIV prevention projects;

• Experience in capacity building with national staff and/or civil society organisations;

• Demonstrated commitment to PfP’s core value of positioning people living with and affected by HIV at the center of the HIV response in Vietnam;

• Demonstrated skills and practical experience in either one or more of the areas of gender, advocacy and M&E would be a major advantage;

• Excellent written and verbal communication skills in Vietnamese and English.
