Background to CARE in Vietnam’s Capacity Building Strategy:

CARE’s capacity building strategy involves empowering partner groups to mobilize their current capacities, assets and visions. This is a Strengths Based Approach. CARE recognizes that standard approaches and assessment tools traditionally focus on gaps or weakness of the groups. They are often negatively focused and centre on what the groups cannot yet do, rather than what they can do or what they are good at. Each group has a unique focus and displays distinct strengths, which result from a combination of the leadership, history of group formation, characteristics of members, group location and context, group type (SHG or CBO), beneficiaries and the visions and values of the group members and leaders.  CARE is nearing completion of the piloting of the Strengths Based Approach.

Capacity cannot be built on a foundation of training courses alone. Knowledge and skills development requires a holistic approach, where practical support reinforces theory-based training.  Thus, CARE’s approach will encompass training courses, which are combined with individual group coaching and a mentoring program over a period of time.

Scope of Work:

An aspect of the training courses includes an Organizational Development (OD) Package.  The package will include a guide to OD which will assist in the deeper understanding of CBO and SHG partners in their own organizational development as well as a training manual on OD which will be used by partners to train other CBO and SHG.

Objective:

a.            Develop an Organizational Development Guide for CBOs and SHGs to deepen their understanding of organizational development in relation to the following topics:

•             Leadership

•             HR management (Team building, etc.)

•             Financial management (fundraising, financial plan, etc.)

•             Governance (organizational management and structure, etc.)

•             Public Relations (branding, networking, etc.)

b.            Develop an Organizational Development TOT curriculum for CARE staff and partners to implement future OD trainings for CBOs and SHGs.

Duration

This contract covers 35 days for the expert team, from the period from September 2011 to November 15th 2011.  Preparations will start as soon as possible.

Selection criteria / qualifications

  • Expertise and experience in organizational development for community based organisations and self-help groups.
  • Experience in development of trainings and training materials.
  • Experience in conducting training for community organisations.
  • Excellent written and verbal communication skills in Vietnamese and English.
  • Experience in developing organizational development materials and training
  • Previous experience and knowledge of CBOs in relation to HIV prevention in the Vietnamese context
