CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE in Vietnam is looking for a qualified Vietnamese to fill in Project Officer position for HIV/AIDS Project named C4 located in Quang Ninh province, and for Stronger Organization, Networks and GIPA for an Empowered Response to HIV/AIDS (STRONGER) Project, in HaNoi.

1. Ha Noi
Position information:
Position title: Project Officer
Reporting to: Project Manager
Contract: One year
Base in: Ha Noi

Position Summary
The Project Officer is responsible to assist the STRONGER-Project Manager to carry out project activities and to assist in financial and administrative work and support Community Based Organizations (CBOs) in capacity development so that they could carry out project activities properly.

Duties:
• Facilitate the development and implementation of work plans;
• Assist in all day-to-day project financial and administrative work including budgeting, fund transferring, filing, travel plans and procedures;
• Manage expenditures of CBOs
• Admin work in the office (phone, fax, guess receivers)
• Prepare and organize training workshops in project sites (Nghe An, Quang Ninh and Ha noi) as required;
• Provide direct support to sub-grant partners in project provinces;
• Work closely with CBO partners to build the capacity;
• Maintain good working relations with other partners and staff;
• Conduct regular monitoring activities via telephone, email and field visits to ensure the quality of work undertaken by the project partners in different project sites;
• Support partners in writing monthly and quarterly progress and financial reports
• Write progress reports on project activities in agreed formats;

Selection Criteria
• College diploma in social or health area is preferable .
• At least one year of working experience in HIV and AIDS related issues.
• Able to write progress report
• Fluent in written and spoken English.
• Proficient in MS Office applications (Excel, Word and PowerPoint)

2. Quang Ninh
Position information:
Position title: Project Officer
Reporting to: Project Manager
Contract: Six months
Base in: Quang Ninh province

Position Summary
The Project Officer is responsible to assist the C4-Project Manager to carry out project activities and to assist in financial and administrative work and support Community Based Organizations (CBOs) in capacity development so that they could carry out project activities properly.
