Nordic Assistance to Vietnam (NAV) seeks for its HIV and AIDS program with Faith-Based Organizations

A Program Coordinator or Deputy Program Coordinator Two Project Officers and an Office Secretary

Nordic Assistance to Vietnam (NAV) was established in 1994. NAV?s three main program areas are community development, gender equality and HIV/AIDS.

In order to strengthen its PEPFAR-funded program on ?Scaling-up the faith-based response to HIV and AIDS in Vietnam?, NAV will recruit a rogram coordinator or deputy, two project officers and an office assistant. The program is implemented in Da Nang, Hai Phong, Hanoi, HCMC, TT Hue and Quang Ninh and includes activities within HIV prevention, care for AIDS patients and affected children, and reduction of stigma and discrimination. The partners are Buddhist and Catholic organizations and provincial committees of the Fatherland Front. Estimated project end is 1 December 2009 with a possibility of an extension.

FBO Program Coordinator

Location: Hue City or Hanoi

Responsibilities:

1. Oversee all program activities and ensure that they are relevant to both faiths and in accordance with PEPFAR guidelines and the needs and rights of PLHIV and OVC.

2. Coordinate program staff and with partners and relevant government agencies.

3. Be overall responsible for the quality assurance and improvement of activities, and supervision and follow-up of approved plans, budgets and indicators.

4. Coordinate and oversee planning and reporting activities on all project sites.

5. Prepare, negotiate, quality assure and follow-up agreements with partners.

6. Provide support to project sites and staff and maintain regular contact with partners, government agencies, the donor (USAID) and PLHIV.

Qualifications:

– Education: A university degree in medicine, public health, management, social work, religion or a related discipline.

– More than 3 years experience with HIV/AIDS program implementation.

– More than 5 years management experience of a group of staff.

– Solid understanding of the Vietnamese government system and relevant HIV/AIDS policies and laws.

– Interest in and preferably experience with community-based projects, working with PLHIV, OVC and faith-based organizations.

– Excellent written and oral communication skills in Vietnamese and English.

– Knowledge of PEPFAR and USAID is an advantage.

– Computer skills: Word, Excel, PowerPoint and the Internet.

Deputy program coordinator

Location: Hanoi or Hue City

Responsibilities:

1. Take a leading role in assessing, developing and supervising one of the following areas: HIV prevention, care activities for AIDS patients or Orphans & Vulnerable Children in accordance with PEPFAR and MoH guidelines.

2. Support the FBO Program Coordinator with planning, implementation and follow-up of activities, partners and program staff.

3. Assist with building relations with provincial health authorities and agencies.

4. In assigned provinces monitor the work of partners and program staff and assist with problem-solving, networking and advocacy.

Qualifications:

– Education: A university degree in medicine, public health or social work.

– More than 3 years experience with HIV prevention, OVC and/or care and treatment programs.

– Minimum 3 years experience with project cycle management.

– Understanding of the Vietnamese government system and relevant HIV/AIDS policies and laws.

– Interest in and preferably experience with community-based projects.

– Excellent written and oral communication skills in Vietnamese.

– Proficiency in speaking and reading English.

– Knowledge of PEPFAR and USAID is an advantage.

– Computer skills: Word, Excel, PowerPoint and the Internet.

Project Officers

Location: One position in Hanoi

One position in Da Nang, Hue or HCMC

Responsibilities:

1. Manage all aspects of the program and project cycle at the project site including planning, implementation and monitoring of activities.

2. Coordinate activities with authorities and partners.

3. Work with partners and PLHIV to plan, develop, implement and monitor activities and contribute to strengthening partners? project management skills.

4. Coordinate and monitor the implementation and impact of capacity building activities for partners.

Qualifications:

– Education: A university degree in medicine, public health, social work or development.

– More than 2 years experience with implementation of HIV and AIDS programs.

– Interest in and preferably experience with community-based projects, working with PLHIV, OVC and faith-based organizations.

– Excellent written and oral communication skills in Vietnamese.

– Proficiency in speaking and reading English.

– Computer skills: Word, Excel, PowerPoint and the Internet.

Office secretary

Location: Hue

Responsibilities:

1. Assist the Resident Representative and the National Coordinator for HIV and AIDS with correspondence and with maintaining the overall electronic and paper-based filing systems.

2. Collect and edit material for reporting to donors.

3. Support organization of meetings, workshops and project visits.

4. Edit material that can be used for public relations activities.

5. Translate documents from English to Vietnamese and visa-versa.

Qualifications:

– Education: A university degree in English.

– Experience with correspondence, translations, filing systems and organization of workshops and meetings.
– Excellent written and oral communication skills in English and Vietnamese

– Systematic and well organized

– Computer skills: Word, Excel, PowerPoint and the Internet
