IOM International Organization for Migration

The International Organization for Migration (IOM) is the primary international intergovernmental organisation working on the issue of migration and mobility. IOM?s programme, both globally and in Vietnam, includes working with labour migrants, international and internal migrants, women who have been trafficked, and people returning from having been smuggled and trafficked. The IOM Mission in Hanoi is seeking the services of a Project Officer (Vietnamese National).

Under the general supervision of the Chief of Mission, and under the direct supervision of the Advisor/Project Development Officer, the incumbent will be responsible and accountable for the management of project activities in the area of counter trafficking of humans. In particular, he/she will:

– Develop the design of the comprehensive project implementation plan (including time frame, financial planning, and activity plan) and the development of agreements between project partners 

– Develop and maintain relationships with local partners 

– Manage the implementation of project activities according to the project document, the donor agreement, and the project work plan, ensuring programme quality 

– Organise the training of partners, project site staff and beneficiaries 

– Monitor the expenditure of projects, and counterpart expenditure, ensuring accountability to the donor 

– Draft progress and financial reports for donors in coordination with partners 

– Meet with government, NGO programme staff, and other stakeholders to discuss the progress of the project and issues on trafficking and safe migration 

– To attend all meetings relevant to counter trafficking

Education and experience 

– University degree in the social sciences, advanced degree preferred. 

– At least eight years working experience with proven experience in management

Technical Competencies required 

– Experience managing development projects, especially related to migration and mobility, health, and the social sciences 

– Strong communication skills 

– Good level of computer literacy 

– Thorough knowledge of English
