Position/title: Programme Officer

Organisation: Lien Aid

Reporting to: Country Programme Manager

Location: Hanoi with frequent travel to project sites


Lien Aid, an INGO from Singapore, approaches to build a firm foundation for human development by making safe water and sanitation accessible and affordable to poor communities in Asia. We have established our contribution in the WASH activities in Vietnam since 2007 and became a member of WASH community through our partnerships with governmental organisations, NGOs and private sector. The Programme Officer, under supervision of Country Program Manager will be responsible for overall technical management of assigned projects in coordination with Lien Aid headquarter (HQ) technical specialists in Singapore. As appropriate, the Programme Officer also provides support for programme development activities.


– Under consultation with Country Programme Manager, work with partners to design and implement activities of assigned projects

– Provide technical input, and facilitate technical experience sharing and learning across projects and partners.

– Coordinate with HQ technical specialists and local research institutes/consultants to finalise appropriate technical solutions for assigned projects.

– Travel to project sites on a regular basis to oversee and monitor project activities.

– As appropriate, contribute to project and programme development and fund-raising processes

– Provide support to Country Programme Manager to prepare monthly/quarterly progress reports to HQ office, donor reports, and to ensure effective communications for country projects.

– Establish, maintain and strengthen productive working relationships with relevant watsan partnerships, networks and working groups


– Professional Skills

– Master or equivalent experience in the fields of water and/or environmental engineering.

– Preferably minimum 2 years of responsible professional work experience in water, sanitation and hygiene, at field and/or national level.

– Strong project management and reporting skills.

– Experience of participatory appraisal, monitoring and evaluation methodologies.

– Solid command in written and spoken English is required

– Proficiency in MS Office applications and relevant technical software in water work.

– Willingness and ability to travel within the country.
