Chương trình Phát triển Liên Hợp quốc (UNDP) cần tuyển 03 tư vấn quốc tế tham gia thảo luận nhóm tại Cuộc đàm phán về Biến đổi Khí hậu: Việt Nam – UNFCCC COP 17 (2011).

The UNDP Viet Nam seeks up to 03 International consultants provide active participation and facilitation of group discussions in Negotiating for Climate Change: Viet Nam at UNFCCC COP 17 (2011).

In recent years much national climate change policy making has taken place, which relates to the international climate negotiations. Viet Nam has adopted the National Target Programme to Respond to Climate Change in December 2008, following the realisation of the enormous challenges that the world is facing, especially as a result of the 2007 Fourth Assessment by the Intergovernmental Panel on Climate Change (IPCC). In 2009 Viet Nam adopted national climate change scenarios for the 21st century. This is guidance for the formulation of Action Plans to Respond to Climate Change of sector ministries, provinces and cities, which is happening through 2010. These achievements were shared at a side event in Copenhagen, along with developments on REDD-preparedness in Viet Nam and other donor supported actions.

The Prime Minister has recently decided to set up the climate change negotiation team led by the Vice Minister of MONRE. Members of the climate change negotiation team are from different ministries, including MONRE, MARD, the Ministry of Foreign Affairs (MOFA) the Ministry of Planning and Investment (MPI), Ministry of Industry and Trade (MOIT), and other ministries.

In response to a request from MONRE, the UNDP in Viet Nam will organize a workshop for negotiators. The draft aim of those workshops is to strengthen capacities of the Vietnamese delegates for active participation in the evolving international climate negotiations, and ensure effective division of work and coordination at COP 17/CMP 7 in November-December 2011.

Hired experts will provide substantive inputs in the form of relevant background documents, active participation and facilitation of (group) discussions, as well as high quality presentations on technical details and negotiation positions of various countries and interest groups.

The selection will be based on a competitive basis and will comply with UNDP procurement regulations.
