POPULATION AND DEVELOPMENT (PD) SPECIALIST

POST TITLE: Population and Development commencing USD25, 414.00 net per annum (PD) Specialist

DUTY STATION: Hanoi, Viet Nam

The UNITED NATIONS POPULATION FUND (UNFPA) Office, Ha Noi, Viet Nam seeks to recruit a suitably qualified and experienced national candidate to fill the new position of Population and Development (PD) Specialist

Overall Responsibility: The PD Specialist will report directly to the Assistant Representative. He/she will have overall responsibility for the implementation of the PD Programme and supervise staff in the PD Team.

Major Duties and Responsibilities

* Analyses technical assistance needs, coordinates technical assistance for the implementation of Population and Development Programme and for addressing emerging issues in this area. Advises on the suitability of programmes and projects to meet priority needs. Identifies policy issues and provides substantive inputs on these needed to facilitate dialogue and the incorporation of these policies into national plans and strategies, UN system initiatives such as ?One Plan?, ?Programme Coordination Groups? and development frameworks (CCA. UNDAF, PRSPs, SWAPs, CAPs, MDG)

* Provides inputs and leadership in the design and formulation of programmes and projects for both local interventions and responsive to Government plans and priorities. Introduces the results of programme and project reviews and evaluations, best practices, as well as innovative strategies, approaches and policies.

* Advises and reports on programme and project results, including the measurement of substantive progress and the effective utilization of financial and human project resources.

* Evaluates programmes, projects and ongoing experience for lessons learned, best practices, strategies and approaches replicable for sharing and application.

* Analyses population and development trends, scans political and socio-economic trends in the country to provide substantive inputs to UNFPA responses and advocacy strategies.

* Contributes to the resource mobilisation strategy by analyzing potential donors, preparing briefs and project proposals in line with donor priorities, creating feedback mechanisms and providing information on progress of donor funded projects. Identify opportunities for cost-sharing.

* Articulates the inter-linkages between population dynamics, reproductive health and HIV, gender and poverty reduction. Works with the other Programme Units on moving upstream policy advice

* Establishes and maintains collaborative relationships with counterparts in government, multi lateral and bi-lateral donor agencies and civil society to address emerging issues. Takes opportunities to advocate and advance UNFPA?s policy agenda

* Supervises and manages PD programme staff, ensures collaboration and teamwork with other programme units.

Qualifications

Master?s degree in population, demography and/or population and development related field. At least 10 years professional experience preferably in programme/project management and in the area of population and development in the public or private sector. Strong analytical and writing skills. Fluency in oral and written English (English and Vietnamese). Proficiency in current office software applications.
