HEALTH POLICY INITIATIVE

HIV/AIDS PROGRAM OFFICER – HANOI

The Health Policy Initiative (formerly the POLICY Project) is funded by the U.S Agency for International Development (USAID) and is implemented by the Constella Futures, in collaboration with the Centre for Development and Population Activities (CEDPA), White Ribbon Alliance for Safe Motherhood (WRA) and World Conference on Religion and Peace (WCRP).

In Vietnam the Health Policy Initiative is working in the area of HIV/AIDS. We are now seeking highly qualified and appropriately experienced Vietnamese national for an HIV/AIDS Program Officer position for our Hanoi office

1. Main Duties and responsibilities

Under the supervision of the Country Director, Resident Advisor, the Program Officer will responsible for:
o Managing and monitoring program work with a focus on law and policy related to HIV/AIDS and the organizational development and community mobilization for groups of people living with HIV/AIDS

o Providing technical assistance in the area of HIV/AIDS policy development, including training support to counterparts and implementing agencies, in particular groups of people living with HIV/AIDS

o Acting as an organizational resource on HIV/AIDS policy issues and related HIV/AIDS information.

o Initiating and participating in liaison activities with other agencies and organizations working in the HIV/AIDS area in Vietnam.

o Assisting with information sharing and networking among partners

o Leading and/or assisting in the planning and scheduling of training, workshops, presentations and other events

o Participating in the monitoring and evaluation activities including preparing reports

o Developing and maintaining databases.

o Conducting research and data analysis.

o Developing recourses and materials on HIV/AIDS.

Qualification and Experience:

o Masters degree in Public Health or equivalent qualification.

o At least 5 years of relevant work experience in community- based health programs/health development field, with experience in HIV/AIDS. Program management and organizational development experience and experience working with legal issues is helpful

o Ability to provide strategic leadership and training

o Good interpersonal skills with ability to manage people well

o Excellence written and spoken English and Vietnamese language skills

o Ability to work under pressure and meet deadlines

o Good computer skills e.g. Excel, word, Power Point.

Duration of post: One year with the possibility for extension upon availability of the fund.
