With an annual budget of over 14 million USD, we are expanding our programs in Vietnam and looking for experienced, qualified and motivated Vietnamese candidates who are committed to working long-term for the following position.

1. Provincial Planning Specialist – PPDP (1 based in Quang Ngai, 1 based in Phu Tho)
Main Responsibilities:
• As part of PPDP team, develop and maintain relationship with partners and stakeholders to facilitate for development of setting up yearly and five years socio-economic development plans (SEDPs) at the project commune, district and (province) levels;
• Coordinate and organize all trainings, workshops, studies, capacity building programs and consultations at the province for the PPDP project implementation;
• Prepare the provincial PPDP implementation plans and reports based on requirements of PPDP project and Plan;
• Regularly carry out monitoring and evaluation of the PPDP project implementation as well as the project fund utilization at the province;
• Liaise, establish, and maintain relationships with relevant in-house staff, stakeholders and partners in the province for development and implementation of the project.
• Bring in lessons learned and pro-actively seek for innovation in participatory methodologies applicable to planning process for socio-economic development at village, commune, district and province levels, with regarding to real participation of the most marginalised and vulnerable groups in these processes.

Requirements:
• University degree in related fields;
• At least 3 years experience in development, with a particular focus on community participation and an emphasis on integrative approaches for the participation of marginalised groups. Familiar with bottom-up participatory planning process for socio-economic development plans (SEDPs) is an advantage.
• Innovative, able to draw on a wealth of participatory methodologies that are applicable to the province and Vietnam.
• Able to deliver in a sensitive and complex environment.
• Good team player and interpersonal skills.
• Result oriented.
• Good English in both oral and written communication is desirable.
• High level of computer proficiency.

2. Commune Planning Facilitator (2 based in Quang binh, 3 based in Quang Ngai, 5 based in Phu Tho)
Main responsibilities:
• As part of PPDP team develop and maintain relationship with partners and stakeholders to facilitate for development of setting up yearly and five years socio-economic development plans (SEDPs) at the project communes;
• Coordinate and organize all trainings, workshops, studies, capacity building programs and consultations at/for the villages and communes for the PPDP project implementation;
• Prepare the commune PPDP implementation plans and reports based on requirements of PPDP project and Plan;
• Regularly carry out monitoring and evaluation of the PPDP project implementation as well as the project fund utilization at the communes;
• Liaise, establish, and maintain relationships with relevant in-house staff, stakeholders and partners in the village, commune and district for development and implementation of the project.
• Bring in lessons learned and pro-actively seek for innovation in participatory methodologies applicable to planning process for socio-economic development at village and commune levels, with regarding to real participation of the most marginalised and vulnerable groups in these processes.

Requirements:
• College degree in related fields;
• Innovative, able to draw on a wealth of participatory methodologies that are applicable to the village and commune;
• Able to deliver in a sensitive and complex environment.

3. Education Project Officer (2 based in Bac Giang, 3 based in Phu Tho)
Main responsibilities:
• Support in planning and implementation of project activities in the file of education in assigned area.
• Prepare the detail implementation plan and budget plans for submitting to relevant levels.
• Coordinate the project implementation and monitoring/evaluation activities.
• Prepare project progress, annual reports.
• Maintain partnership with and build capacity for key district and commune partners.
• Support phase-in activities in new communes/communities.
• Coordinate sponsorship works in assigned areas.
• Others tasked as assigned by line manager.

Requirements:
• University graduate relevant fields
• Minimum of 2 years experience working with education projects
• Experience in working with partners at provincial, district and commune levels, especially with education system
• Knowledge of policies and issues related to education in province
• Good interpersonal, influencing, negotiation, conceptual and analytical skills
• Ability to build external relationships and network,
• Good command of English and strong computer skills.

4. Planning and Research Specialist (based in Hanoi)
Main responsibilities:
To provide technical support on participatory planning process for the socio-economic development plans (SEDPs) at commune, district and province levels in the PPDP project provinces and do coordinating research works under PPDP project to ensure the delivery of project targets
1. Roles in PPDP team and PSD
• Take part in PPDP team’s activities through timely providing reliable information/analysis for improvement and achievement of the PPDP project implementation, and support PPDP project manager in decision-making;
• Contribute specific and constructive ideas or give feedback and recommendations to increase the quality of works of the PPDP team and PSD;
• Contribute to the achievements of the department and organization objectives through fulfill individual’s roles and responsibilities.
• Work with the PPDP team and PSD to lead and support the use of PPDP works as development tools for Plan in Vietnam, local communities, and the government of Vietnam.
2. Participatory methodologies for planning (theory and practice)
• Lead in reviewing all available participatory methodologies that may be applicable for planning process to develop the innovative participatory methodologies for applying in setting up the SEDPs for the commune, district and province levels in the PPDP project provinces and in Vietnam, with ensuring on participation of the most marginalized groups;
• Lead to assess on applying the innovated participatory methodologies and base on lessons learnt to revise/adjust for better implementation of participatory planning processes for SEDPs;
• Work with the PPDP team to develop a manual and format for setting up P-SEDPs.
3. Guide and support for provincial planning specialist and commune planning facilitators carry out participatory planning process and setting up P-SEDPs
• Develop guidelines for provincial planning specialists (PPSs) carry out the participatory planning process for setting up P-SEDPs at commune, district and province levels;
• Directly support to PUs and PPSs for setting up P-SEDPs when and where it is needed;
• Work closely with other technical departments/sectors and PUs of within Plan Vietnam, so that, all relevant activities are integrated/interpreted into P-SEDPs (when and where they are applicable).
4. Specific research and/or studies in relevant areas
• Lead and works with consultants and team to conduct specific researches and studies in relevant areas, of which, they will contribute for the improvement of participatory planning process for P-SEDPs as well as the planned activities under PPDP
• Work closely and along with M & E Specialist to identify the main indicators and to develop a mechanism/methodology for monitoring and evaluation for implementing P-SEDPs as well as PPDP
5. Other:
• Cooperate with other team members to organize the project meetings and workshops;
• Carry out field trips when and where it is necessary and by requirements of the assigned works, and it may be about 30% of working time.Cooperate with other team members to organize the project meetings and workshops
Requirements:
Qualifications:
• University graduate in relevant fields
Experience:
• Minimum 5 years experience in development, with demonstrated track record of successful implementation on integrated approaches for inclusion of marginalized groups in planning and implementation
• Proven track record in grassroots participatory planning processes and their critical dialogue with local government
• Experience in participatory planning processes in rural remote communities, preferably in Vietnam
• Experience in participating and coordinating the research works
Knowledge and skills:
• Knowledge and experience in public sector reform, decentralization and government budgeting processes
• Knowledge about Vietnam’s current policy environment and latest developments and opportunities
• Knowledge and experience in designing and implementing participatory approaches to reflect issues of vulnerable and excluded groups
• Knowledge and experience in application of a rights-based approach
• A team player with seniority
• Convincing skills and diplomacy

• Able to synthesize complex issues in simple terms

5.Project Officer – PPDP (based in Hanoi)
Main responsibilities:
• As part of the PPDP team work with Project Manager to assist in the preparation, updating and revision of the project work-plan and budget;
• Mainly be responsible for the project finance monitoring and reporting;
• Be responsive for assisting in the preparation and timely submission of the Project Progress Reports (PPR)/annual reports and any other required project reports to donor;
• Support field studies and project monitoring and evaluation;
• As part of the PPDP team, work and liaise with relevant in-house staff and external organisations and networks to support the PPDP program. In particular, in-house, work to integrate PPDP timeline with that of other key Plan projects. Support the use of PPDP work as a development management tool for Plan in Vietnam, local communities, and the government of Vietnam.
• Support relevant Program Units in the project implementation. About 25% of the time may be spent in the various provinces where PPDP will be implemented.

Requirements:
• University degree in economic, finance and accounting or the relative fields,
• Innovative, able to draw on a wealth of participatory methodologies that are applicable to Vietnam.
• At least 3 years experience in development projects,
• Able to deliver in a sensitive and complex environment.
• Practical working experience/knowledge in models for grassroots participation. Understanding of rights-based approach.
• A good team player.
• Oral and written fluency in English.
• Good level of computer proficiency
