Title of the consultancy: International or national specialist – Vietnam Migration Profile and Database Development – IOM and Consular Department – Ministry of Foreign Affairs

 

1. General background:

 

Vietnam is experiencing increasing migration and mobility, with greater numbers of labour migrants, travellers, internal migrants, and women marrying foreign husbands and moving overseas. Collecting information on migration provides support to policy makers, government implementers, destination countries and migrants with accurate and relevant information and resulting in a better understanding the migration environment and issues around safe migration. IOM, in partnership with the Consular Department of the Ministry of Foreign Affairs, is implementing a project to develop migration profiles and database to assist in the information needs. The project is funded by the European Commission.

 

Migration profiles aim to gather information on such issues as the labour market, unemployment rates, labour demand and supply, present or potential skill shortages by sector and occupation, skills needs in the country, skills within the diaspora, migration flows, incoming and outgoing financial flows linked with migration, including migrant remittances, as well as relevant gender and age aspects. The profiles will also include an overview of national migration and labour policy framework, including legal instruments relevant to migration. An overview of relevant projects and other initiatives in the country can also be included. The migration profiles will assess both the short-term and long-term impact on the labour markets of various relevant migration-related policies, if possible at a sectoral and occupational level.

 

Vietnam is an excellent country for the development of a migrant profile. With increasing labour migration, trafficking, arranged brides, and internal migration, the various migration issues are considerable. Additionally, governmental responsibility for migration is spread over different ministries, preventing a comprehensive overview of migration issues. The migration profile in Viet Nam, will provide the opportunity to bring together the various, relevant government officials, build capacity on migration issues, and provide various stakeholders with a detailed summary of the migration issues.

 

A large amount of the required information for the migrant profiles is already available, but not from one single source. The migrant profiles would provide a framework for bringing together existing information from different sources in a structured manner. The migrant profiles will also review the results of analyses of the various areas that are relevant for migration policy and will help respond to such challenges as how to deal with skills shortages and labour surpluses, tapping the skills of the diaspora, and maximising inflows of remittances.

 

2. Objective of the consultancy:

 

To provide technical advice and expertise to IOM and its partner to draft and complete two comprehensive and quality Vietnam migration profiles and a user-friendly web-based database.

 

3. Scope of work:

 

The consultant will develop the guidelines and technical advice in the major activities of the project, refine, edit and finalize the two versions of the migration profile, which will be drafted by the drafting team1  (one in July 2010 and one in March 2011) and a database of migration data in coordination with IOM and the Consular Department. Key activities of the project (which the consultant will be involved with) include:

 

– Establish an advisory panel / Advisory Panel and organize regular meetings of the group to provide inputs to the project;

– Conduct a mapping of migration data sources and stakeholders;

– Hold a conference on international migration, data management for policy making and implementation;

– Organize a training workshop on international migration management;

– Collect data, draft migration profile and database and consultation meetings to finalize;

– Printing and website development;

– Organise two dissemination workshops;

 

In particular, the consultant will primarily conduct the following tasks:

– Provide inputs to draft mapping plan, guidelines and tools and provide an oversight of the mapping process;

– Co-facilitate the conference and give inputs to the concept note and agenda, and recommend note speakers for the conference;

– Give inputs to the methodology and the agenda, identify resource persons for two consultation meetings;

– Act as a resource person in the training workshop;

– Prepare guidelines and technical advice on the process of data collection conducted by the drafting team; support the team in collecting data and drafting of the two migration profiles and a web-base database as well;

– Refine the draft versions and finalize after the consultation meetings;

– Provide comments/inputs to the print version and the website

 

4. Tangible and measurable output of the work assignment.

– The draft mapping design, guidelines and tools are finalized to ensure a comprehensive collection of data and data sources in relation to international migration in Vietnam;

– A conference on international migration, data management for policy making and implementation is co-facilitated with IOM and the Consular Department

– Guidelines and technical advice on the data collection and profile development process are in place to ensure quality;

– Technical advice on the conference/training plans, agenda and presentations;

– Presentation are made ready to the training on international migration management;

– Two draft versions of migration profiles and a web-based database are refined and finalized by July 2010 and March 2011 consolidating inputs of the teams from IOM, CD, AP and other stakeholders;

– Technical inputs are made to the two consultation meetings, print and website versions of the profiles and database.

– A brief summary report on project outcomes and follow-up recommendation

The consultancy work is intermittent from March 2010 to April 2011.

6. Consultancy management and administration support.

 

The consultant will report to IOM’s project coordinator. The consultants will provide monthly progress reports via email to IOM’s project coordinator.

The consultants will liaise with IOM’s relevant staff members (project coordinator, head of programme unit, and project assistant), the Consular Department’s officials and the AP members in all the activities required in the consultancy.

IOM can provide administrative support to the consultant such as office venue and equipment, communication with the Consular Department, visa application if required.

 

7. Qualifications

 

Essential

• Master’s degree in international development, international relations, policy management, development economics, etc.

• At least 7-10 years of professional experience in the area of international migration and migration policies, migration and development;

• Considerable expertise in research and publications, excellent skills in data collection and writing report;

• Substantial consultancy experience with a record of providing high-quality and expert advice;

 

Desirable

• Understanding migration situation, especially international migration of Vietnam;

• Experience in working with the Vietnamese government system;

• Facilitation and presentation skills in a cross-cultural setting;

• Understanding on gender issues in migration and gender analysis.
