RECRUITMENT OF CONSULTANTS FOR NORDIC ASSISTANCE TO VIETNAM (NAV) ON CHILD RIGHTS AND CHILD PROTECTION COUNSELING, NUTRITION AND HYGIENE, HOME-BASED AND PALLIATIVE CARE

For People Living with HIV (PLHIV), AIDS Patients and Orphaned & Vulnerable Children (OVC)

Project title: ?Scaling up the faith ? based response to HIV and AIDS in Vietnam?

Project sites: Hai Phong, Hanoi, HCMC, Hue and Da Nang

Nordic Assistance to Vietnam (NAV) was established in 1994 as a consortium of three Nordic Non-Governmental Organizations. NAV?s three main program areas are community development, gender-based violence and HIV/AIDS. For the latter NAV has implemented programs since 1996 among others through working with Self-Help Groups for People Living with HIV (PLHIV) and Faith-Based Organizations (FBOs) in Thua Thien Hue and Hai Phong.

To assist with the capacity building of its partners NAV will recruit four or more consultants for its program ?scaling up the faith-based response to HIV/AIDS in Vietnam?. The program is funded through the President?s Emergency Plan for AIDS Relief (PEPFAR) under the United States Agency for International Development (USAID). Project sites for 2008 are: Haiphong, Hanoi, Ho Chi Minh City, Hue and Danang.

The overall goal of the project is ?to enable the faith-based community to contribute towards reducing the impact of the HIV/AIDS epidemic in Vietnam?. Hence the focus is on building FBO?s own capacity to implement and operate programs in particularly three priority areas; HIV prevention; reducing stigma and discrimination; and palliative and home based care for OVC, PLHIV and AIDS patients. Capacity building on the first two priority areas started during the first quarter of 2008. NAV is therefore seeking for the third quarter, consultants to develop training concepts and to conduct a series of capacity building workshops for FBOs on the following four topics; child rights & child protection, counseling, nutrition, and home-based and palliative care for both adults and children.

NAV would particularly encourage Vietnamese consultants with relevant experience to apply. Candidates, both individuals and organizations, are welcome to submit their applications for more than one topic or for example as a specialist on children, for part of a topic.

As this program has an estimated end date in November 2009 successful consultants may be considered for additional assignments at a later stage depending on USAID?s approval of annual work plans.

Topics

1. Topic: Child Rights and Child Protection

Objective: Increase FBOs? awareness and knowledge about child rights to ensure a better response to individual children?s situation including the need for protection from exploitation, abuse and neglect.

Issues to be covered may include (this list is open for discussion with the selected consultant): 

– United Nations?s conventions and national laws relevant to child rights and child protection. 

– The Vietnamese government system for child protection. 

– Children?s developmental needs (according to age) 

– Alternative models and concepts for child care 

– Child rights and the PEPFAR guidelines for holistic care for OVC 

– Identifying children?s and families? needs and resources, and tailoring services accordingly 

– Ethical considerations when working with children and their relatives 

– Involving children and their guardians in decisions concerning their care 

– Developing policies for own organization to keep children safe

2. Topic: Nutrition and hygiene for PLHIV, AIDS patients and OVC

Objective: Improve FBOs? quality of care by complementing their knowledge about nutrition and hygiene for PLHIV, AIDS patients and OVC.

Issues to be covered may include (this list is open for discussion with the selected consultant): 

– Basic knowledge on nutrition amongst others on nutrition and food intake standards 

– Malnutrition and related diseases 

– Nutritional and hygiene assessment and counseling relevant to age and the situation of the HIV-affected family 

– Age appropriate nutrition including nutrition for HIV positive pregnant and lactating women, infants, young children and adult patients on ART 

– Nutrition and health (including appropriate nutrition for different symptoms and diseases) 

– Nutrition and food-security 

– Strategies to improve/supplement food including growing own vegetables and fruits 

– Hygiene and sanitation

3. Topic: Counseling of PLHIV, AIDS patients and children

Objective: Strengthen FBOs? counseling knowledge and skills of PLHIV, AIDS patients and OVC.

Issues to be covered may include (this list is open for discussion with the selected consultant): 

– Basic communication and counseling skills (including concepts, processes, ethical considerations) 

– Counseling and encouragement of PLHIV and family members (e.g. to take initiatives and own decisions, to get involved, to take care of own health and to continue caring for family members) 

– Counseling in different situations (e.g. depending on the person?s needs, state of mind, awareness and progression of the sickness) 

– End-of-life counseling (including spiritual, succession planning for family and bereavement) 

– Counseling of children (including with regard to life skills, disclosure of HIV-status, stigma & discrimination, sickness, trauma and, loss)

4. Topic: Palliative care for PLHIV, AIDS patients and OVC

Objective: Improve the quality of FBOs? palliative and home-based care of PLHIV, AIDS patients and OVC.

Issues to be covered may include (this list is open for discussion with the selected consultant): 

– Basic medical knowledge about the progression of HIV and AIDS and treatment (including ARV and pediatric care) 

– Ministry of Health and PEPFAR guidelines on palliative and home-based care 

– Identifying and treating symptoms 

– Opportunistic infections 

– Tuberculosis and HIV 

– Nursing of AIDS patients (including hygiene and protection against infections) 

– The practice of self-care 

– Preventive care 

– Referrals of PLHIV and AIDS patients (both adults and children) 

– Palliative and home-based care for children with HIV and AIDS

Tasks

The tasks for the four topics (child rights, nutrition and hygiene, counseling and palliative care) will follow a similar pattern, which is:

1. Carry out a rapid assessment of FBOs? awareness, knowledge and experience on the topic.

2. Develop a concept for a master training on the topic.

3. Conduct in accordance with the concept two national master trainings (train-the-trainers) of between 3 to 5 days depending on the topic and including half a day on planning.

4. Support the trainees from the national master training with organizing and facilitating a 2 to 4 day training on the same topic for their FBO. In total this implies a maximum of 10 follow-up trainings with two per project site.

5. Review and provide advice to current NAV guidelines on the topic (relevant for topic 2 and 4).

6. Finalize training materials that can be used by each FBO for future training of their members.

7. Produce a final report with recommendations for follow-up trainings on the topic.

Qualifications:

1. An advanced university degree relevant to the topic of interest.

2. Minimum five years of professional experience in working with HIV and AIDS issues at the national or international level.

3. An ability to work with FBOs in a cooperative spirit.

4. Extensive experience with designing and conducting trainings on the relevant topic.

5. Proficiency in reading and understanding English.

6. Willing to travel and stay at any of the five project sites. (The consultant may be based in any of the five project sites, but must be easily accessible by telephone and e-mail.)
