UNODC EMPLOYMENT OPPORTUNITIES IN HANOI

The United Nations Office on Drugs and Crime (UNODC) is the lead UN agency for HIV policy and programming in the areas of injecting drug use, prisons and closed settings, and human trafficking. We are recruiting experienced Vietnamese Nationals to join our HIV Programme Team based in Hanoi.

1. National Programme Officer in HIV Prevention, NO-A level

The National Programme Officer in HIV Prevention will support provision of technical guidance and policy advice to the Government of Viet Nam on the three UNODC HIV key policy and programmatic areas, namely HIV prevention related to: (a) drug dependence, particularly injecting drug use; (b) prison settings; and, (c) the trafficking in human beings. She/He will facilitate collaboration and coordination activities with UNAIDS, it’s cosponsors and other key players, and will assist the UNODC country office in strengthening national capacities to develop and implement strategies that deal effectively with HIV prevention and care in those key areas.

Required qualifications include an advanced university degree in medicine, public health, sociology, or other relevant field; or proven equivalent qualifications and/or experience; a minimum of at least 5 years of professional experience demonstrated at the national level in managing and implementing HIV prevention programmes among injecting drug users, in prison settings and/or as it relates to the trafficking in human beings; knowledge of and/or practical experience in the area of organisation and delivery of training programmes in the field of HIV and drug dependence would be an asset; proven ability to work independently and as a member of a multidisciplinary and multicultural team; well-developed communication skills to liaise, negotiate and advocate with key stakeholders including with other implementing agencies; ability to write reports and reviews and conduct presentations by clearly formulating positions on issues and defending recommendations; fluency in written and spoken English and Vietnamese.

2. HIV Programme Finance and Administration Officer, G-4 level

The HIV Programme Finance and Administration Officer will be responsible for providing on-going financial and administrative support to the implementation of UNODC’s HIV programme activities.

Required qualifications include a university degree in finance, accounting, management, or other relevant degree field, or proven equivalent experience; a minimum of 5 years of demonstrated experience in programme finance and/or administration duties for an ODA or other international organisation; knowledge of and/or practical experience in the Profi, IMIS, Atlas, or other database financial management software would be an asset; proven ability to work independently and as a member of a multidisciplinary and multicultural team; well-developed
communication skills to liaise, negotiate and advocate with key stakeholders including with other implementing agencies are necessary; ability to write reports and reviews is required; fluency in written and spoken English and Vietnamese is highly recommended.
