ABOUT THE ROSA LUXEMBURG STIFTUNG The Rosa Luxemburg Stiftung (RLS; www.rosalux.de) originated from the registered asso- ciation “Social Analysis and Political Education” founded in Berlin in 1990. In 1996, it was recognised by the Party of Democratic Socialism (PDS) as its close political education insti- tution. The Party of Democratic Socialism transformed itself into “PDS/Linkspartei”, later renamed itself into “Linkspartei” (Left Party) which is one of two parties in Germany that formed the new party “Die LINKE” (“The Left”) in 2007. RLS has become a provider of civic education and a centre for progressive social research in both Germany and throughout the world. As one of six party-affiliated political foundations in Germany it supports partners in developing countries striving for social justice, strengthened public participation and economic devel- opment. In February 2009, the People’s Aid Coordinating Committee (PACCOM) granted the license for the foundation’s representative office for Vietnam in Hanoi. In Vietnam, RLS (www.rosalux.vn) embraces the mission of assisting Vietnam’s transition to a market economy with socialist orientation. Currently, it is cooperating with approxi- mately 20 partners (e.g. Hanoi University of Social Sciences and Humanities; Vietnam Un- ion of Friendship Organizations; School of Laws under Vietnam National University) by funding 20 projects (including one in Cambodia) on different topics like sustainable devel- opment, environment, social justice, political dialogue and more.

BACKGROUND

In Vietnam diverse international as well as local organizations work in the field of climate protection. The RLS plays a leading role in this field under the German political foundations. In Vietnam it has already been committed to the fields of environmental education and cli- mate change for several years, and connects this area with questions of participatory approaches for affected groups, as well as Non-Governmental Organisations. Therefore it is necessary to create an analysis as a basis to define fields for intervention for the RLS that do not overlap with the projects and programs of other organizations in Vietnam, Laos and Cambodia. Furthermore, recommendations for partnerships in Laos and Cambodia shall be developed. Additionally, co-operations through ASEAN or with other ASEAN member- states are being considered, to approach climate protection on a broader and more sustain- able basis. On the foundation of the existing partnerships in Vietnam, as well as an analysis of potential new partnerships in Southeast Asia the basis for a strategy for the commitment of the RLS shall be laid. This Strategy flanks the climate protection program 2012-2015 and bundles the existing activities of the RLS Hanoi.

SCOPE OF THE CONSULTANCY

The consultant will assist the RLS Project Manager in charge of Climate Protection to develop this research and design the program. The Consultant will work closely with the Project Manager who will offer on-going guidance and supervision at key points of engagement and delivery. After finishing the assignment successfully, the Consultant will have the possibility to apply for a part-time consultancy to assist the RLS Climate Protection Program of the next 04 years. Key duties – Finalise the detailed terms of reference for the analysis of existing measures and recommendations for RLS engagement in the field of Climate Protection. Conduct an analysis of existing measures in the field of climate protection in Vietnam, and in the Southeast Asia. Based on the analysis, together with the Project Manager, develop a strategic plan- ning for the program and giving recommendations for existing and new partner- ships. Together with the Project Manager, develop a network on Climate Change and re- lated issues with stakeholders in Vietnam and in the region. An in-depth study and analysis on existing programs/projects/stakeholders in the field of Climate Protection and formulation of recommendations for possible interventions for RLS as a political foundation. A well-founded strategy of RLS in Southeast Asia in the field of climate change that serves the future development of the program.

DESIRED QUALIFICATIONS OF THE CONSULTANT

RLS requires the consultant will possess the following qualifications:

– Having an advanced degree in related fields (e.g. environment, sustainable development, sociology, development economics) from internationally recognized universities;

-Having thorough understanding of the environmental sector and climate change of Vietnam and the Southeast Asian region;

– Having experience in designing and conducting similar researches as well as in working with Climat Protection initiatives;

-Fluency in spoken and written Vietnamese and English.

For RLS it is essential that the consultant brings along the following skills:

– Strong experience in project management including overseeing planning, coordination and resources;

-Ability to plan and conduct work with minimal supervision;

– Considerable experience working with Government agencies and NGOs;

-Strong written and verbal communication skills including the ability to develop and maintain networks of contacts;

-Strong written and spoken English;

– Strong IT skills including Internet use and MS Office.
