The Western Nghe An Rural Development Project has a job opening for one (1) Financial Assistant (Cashier)
The WENARUDEP has a development objective which is: “Rural Poverty alleviation in three mountainous districts of Western Nghe An province” and follows one specific objective: “Improve sustainable rural livelihoods through appropriate and diversified agricultural production and related infrastructures”.
The project, own by DARD is operating in a number of selected poor communes in the 3 districts of Tuong Duong, Con Cuong and Ky Son. It has a liaison office in Vinh. The project office is locate in Hoa Binh, Tuong Duong district in Nghe An.
JOB PURPOSE:
- Ensure that project staff members are aware of F&A procedure and fully respect the guidelines
- operate the disbursement of the project
KEY RESPONSIBILITIES
- Preparation of payment vouchers and cheques for approval and signature.
- Settle advance payment as well as liquidation of advance
- Reconciliation of bank statements with project payment records;
- Filing the project cash books and accounting records and daily processing account EXCEL program of Project;
- Guarantee that the expenditure by district project offices, Vinh liaison office is in conformity with the project financial and accounting regulations.
- Assist the Project Accountant in the administration and financial management of the Project and in coordination between Project and the technical sections, district offices and the provincial liaison office.
- Set up the monthly Declaration of Personal Income Tax for Project staffs.
- Follow-up the Vehicle Logbooks and Fuel consumption Logbook of all project vehicles.
- Work and Follow up Social Insurance activities with Nghe An Social Insurance.

MINIMUM PROFILE:
- He/she should have a degree in accounting, business administration or at least 3 year of relevant work experience.
- Three (3) years working experience in development projects, preferable with ODA projects
- Vietnamese national;
- Must be computer literate with high proficiency in Microsoft windows i.e. MS Word, Excel and Power Point;
- Proficient in written and oral communication in both Vietnamese and English.
- Prepared to live and work in remote area
