PROGRAMME ASSISTANT – EDUCATION GOVERNANCE PROGRAMME

Oxfam Great Britain – Level E1

The post is offered 7 months contract, based in Hanoi.

The Role: To assist the development and implementation of Oxfam GB’s projects within Oxfam Aim 2 “Education Governance Programme”. To support education team in smooth running the education program such as finance, documentation, advocacy, networking, campaign activities, reporting, field trips etc.

Report to: Programme Coordinator- Education Governance Programme

KEY RESPONSIBILITIES

• Assist Programme Coordinator (PC) and the team in the development and implementation of Aim 2 (preparing project documents, proposal, budget, reports etc.)

• Assist PC, Programme Officers (POs) in programme budget management (financial plan & monitor, prepare financial paper works: phasing, contracts, payments, money transfer etc) and support partners to prepare and collect the financial plans & reports.

• Assist PC and POs in regular monitoring all program activities and local partners in implementing those activities.

• Support PC, POs on advocacy work (including media, documentation, campaigning, sharing project/programme lessons through workshops, IEC activities, networking through activities with Week of Action, Education Forum etc.)

• Support in organisation of workshops, seminars, follow up with reports of consultants etc

• Provide some other admin support for Aim 2 team. (e.g. transport arrangement, floats, liaison with partners and consultants, interpreting, translating, filing, photocopying, etc)

• Travel to do field visits when required;

• Support other programme tasks when needed.

Oxfam general:

• Actively participate in the implement of Performance Management. Including objective setting, performance review, upward feedback and personal development plans. Ensuring relevant aspects of Oxfam GB’s work in Vietnam e.g. gender equity is reflected in your objectives.

• Ensure implementation of Oxfam GB’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work. With support from technical advisors and programme service staff as needed.

• Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on going liaising as needed

SKILLS AND COMPETENCE

• Vietnamese national. University degree.

• Proven (at least 2-years) work experience in programme/projects planning and management. Working experience with NGOs or international organizations is preferable.

• Knowledgeable background in development, poverty issues, rights of children, understanding of education and advocacy issues.

• Sensitivity to issues of gender and diversity, women ‘rights.

• Familiar with participatory development approaches.

• Ability to work to deadlines, under pressure within the office and on business trips, and prioritize routine and ad hoc tasks.

• Ability to work independently as well in a team in a multi-cultural working environment.

• Good communication skills and report writing skills.

• Good written and spoken English.

• Good computer skills, especially for the commonly used software of MS Word and MS Excel. Owning good skills to process with media software is preferable.

• Having experiences on working with financial procedures, particularly in a project cycle management.

• Having experiences on working with community, especially the ethnic minority people.

• Ability to travel to project areas in Vietnam and overseas

Gross Annual Salary Range: US$8,400 – $11,340
