VACANCY ANNOUNCEMENT

VECO Vietnam is a Country Program of Vredeseilanden (VE), a Belgian INGO operating in select countries of Asia, Africa and Latin America. In line with the global vision of VE, VECO Vietnam’s mission is to “contribute to viable livelihoods and empowerment of organized family farmers, male and female, through Sustainable Agriculture Chain Development (SACD) at local and regional levels.”

VECO Vietnam is evolving into a Regional Program. We are currently seeking 1 (one) dynamic and qualified individual for the position of SACD Program Manager. This is a regionally-recruited position and will be based in Vietnam Regional Office (Hanoi) but intensive travelling may be required.

Job Purpose: Provide leadership inprogramming and implementation of the Sustainable Agricultural ChainDevelopment (SACD) Program of VECO Vietnam. S/he will promote and ensure better
position of organized family farmers in local and regional chains throughoptimal use of SACD, in order to improve their incomes and livelihoods, while influencing policy change and educating consumers.

Report to: Regional Representative in Vietnam

Main Duties and Responsibilities:

Program Development and Coordination:

Contribute in strategic planning and design formulation of an evolving chain development program at the regional level; contribute in preparing proposals for regional interventions.

 Formulate plans for the different objectives of the SACD Program (economic, advocacy and consumer education) and guide the SACD team in field implementation.

Coach SACD team to build continuously their technical capacity in chain development throughout the program life.

Ensure effective communication within the SACD team in VECO Vietnam, and with SACD colleagues at the Head Office in Belgium.

Promote mainstreaming of the transversal themes (gender, intercultural equity, etc.) in the sustainable agricultural chains; provide content support to the North programme on SACD related

to activities of local and regional chains.

Partnership Development and Networking:

Promote good relationships with partners (boundary, strategic & serviceproviders) throughout the program.

Stimulate and organise dialogues, networking and exchanges between different national & regional actors of the chain.

Ensure effective coordination and communication between and among boundary partners and government authorities in program areas.

Monitoring and Evaluation:

Ensure systematic and effective Planning, Learning & Accountability (PLA) System on the SACD Program.

Contribute in planning and execution of regional learning initiatives with other VECO Offices in other regions.

Organise training and learning events in relation to SACD with program partners.
Documentation & Reporting:

Prepare periodic reports of the SACD Program in accordance with the requirements of VECO’s PLA System and by donors.

Document field experience and evidences into forms appropriate for publication and sharing with SACD practitioners, policy-makers and donors at the national and regional levels.

Requirements:

Masters degree in agri-business development, agricultural economics, or equivalent professional qualifications.

Several years experience with SACD development, marketing advice and support of farmers and farmer organisations.

Demonstrated professional competence, proven leadership capability and effective management skills.

Ability to lead and work effectively with a diverse team of people of different national and cultural backgrounds in international setting.

Experience in building business relations, and international environment is an added value.

 Very good working knowledge of English, both spoken and written. For non-Vietnamese  applicants, knowledge of Vietnamese language shall be an advantage but not required.

Knowledgeable about local agri-business development in Vietnam and Southeast Asia Region, and able to quickly collect critical information.

Has a strong affinity with VECO vision, mission and values.
