The United States Mission in Vietnam is pleased to announce the
2010-2011 competition for the Hubert H. Humphrey Fellowship Program.
The Humphrey Fellowship Program is a one-year, non-degree, full
scholarship program offered to promising mid-career professionals who
have a proven track record of leadership, and a strong public service
commitment. Participants in the program spend one year at a leading
U.S. university working in their self-designed program of independent
study, and participate in professional affiliations off-campus, field
trips, special workshops and seminars in their field of study. Fellows
are selected on their potential for national leadership and commitment
to public service in either the public or private sector.

Eligible Fields:

The 2010-2011 Hubert H. Humphrey Fellowship Program is seeking
qualified Vietnamese candidates in the following fields:

– Agricultural and Rural Development;

– Communications/Journalism;

– Substance Abuse Education, Treatment and Prevention – Candidates
in this field will be ranked together with candidates in other fields,
but must also complete a supplementary field-specific application
page;

– Economic development;

– Finance and Banking;

– Educational Administration, Planning and Policy;

– HIV/AIDS Policy and Prevention;

– Human Resource Management;

– Law and Human Rights;

– Natural Resources/Environmental Policy/Climate Change;

– Public Health Policy and Management;

– Public Policy Analysis and Public Administration;

– Teaching of English as a foreign language (Teacher Training or
Curriculum Development);

– Technology Policy and Management;

– Trafficking in Persons, Policy and Prevention;

– Urban and Regional Planning

Requirements for Applicants:

To be eligible for a Humphrey Fellowship, applicants must be between
the ages of 28 and 45 and have:

– a university degree;

– at least five years of substantial professional experience prior
to August 2010;

– limited or no prior experience in the United States;

– demonstrated leadership qualities and a record of public service;

– strong English skills with a minimum paper-based TOEFL score of
525 or iBT TOEFL score of 71. An Institutional TOEFL test will be
organized for eligible candidates.

Recent university graduates, university teachers with no management
responsibilities, individuals who have attended a graduate school in
the United States one academic year or more during the seven years
prior to August 2010, and individuals who have spent more than six
months during the five years prior to August 2010 in the United States
are not eligible to apply.

Financial Provisions

The Humphrey Fellowship provides for:

– international travel;

– tuition and university fees;

– accident/sickness insurance;

– monthly maintenance allowance; and

– funds for books and professional activities.

The Humphrey Program does not provide financial support for
accompanying dependents.

The deadline for applications to be received by the U.S. Embassy in
Hanoi is 17:00 Monday, August 3, 2009. Applications from Quang Tri
Province to the north should be sent to the Public Affairs Section,
U.S. Embassy Hanoi, 7 Lang Ha St., Hanoi. Applications from Thua
Thien-Hue Province to the south should be sent to the Public Affairs
Section, U.S. Consulate General, 9th Floor, Saigon Center Building, 65
Le Loi St., District 1, Ho Chi Minh City.

An information session in Hanoi will be held on May 15, 2009 at 2:00
PM at the Multi-purpose Room on the 1st Floor, Rose Garden Tower, 170
Ngoc Khanh St., Hanoi. In Ho Chi Minh City, the information session
will be held on May 15, 2009 at 2:00 PM at the Public Affairs Office
on the 9th Floor, Saigon Center Building, 65 Le Loi St., Ho Chi Minh
