Pact, an international NGO based in Washington, DC, aims to build the capacity of local organizations to meet pressing social needs in HIV/AIDS, livelihoods, and other sectors in dozens of countries around the world.

Pact Viet Nam’s program is currently focused on supporting the national HIV/AIDS response. We provide USAID funding, technical assistance, and capacity building services support to NGOs implementing prevention, care and treatment interventions, as well as policy-level initiatives. We are seeking two talented individuals to join our dynamic team in Ha Noi.

HIV/AIDS – Monitoring, Evaluation and Reporting/Learning Manager

Position Description

Reporting to the Director of Programs, the HIV/AIDS Monitoring, Evaluation and Reporting/Learning Manager (MERL Manager), is expected to provide leadership in the design and implementation of monitoring, evaluation and reporting systems to ensure that Pact and its grantees provide compatible and quality data supportive of program and donor requirements. The MERL Manager is responsible for developing and implementing methodologies and standards (in line with government and donor requirements) for monitoring and evaluating program activities and improving data quality. In addition, s/he will also develop presentations and written reports based on findings. The MERL Manager will promote capacity strengthening of relevant Pact Vietnam staff and partner organizations through mentoring and training in monitoring, evaluation and reporting.

Desired qualifications, skills and qualities: 

– Masters degree in the social, behavioral or health sciences with practical experience in developing and implementing monitoring and evaluation activities, preferably in the HIV/AIDS sector 

– Minimum of 5 years relevant professional experience in monitoring and evaluation, including data quality management, data verification, data collection and analysis. 

– Experience supporting the reporting requirements of major HIV/AIDS funding sources such as the U.S. Government or other bilateral donors, and/or the UN, preferred 

– Experience supporting civil society organizations (local NGOs, CBOs) 

– Experience with research design and implementation 

– Relevant computer software skills 

– Ability to work independently, take initiative and manage a variety of activities concurrently 

– A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment 

– Ability to communicate technical issues effectively and persuasively 

– Advanced spoken and written English (for non-Vietnamese applicants, knowledge of Vietnamese language preferred) 

– Excellent writing and presentation skills 

– Demonstrated ability to transfer knowledge through training and mentoring 

– Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems 

– Supervisory experience

Senior Program Officer (SPO)/Program Manager, HIV/AIDS Prevention

Position Description

The SPO/Manager ? HIV/AIDS Prevention reports to the Director of Programs, takes the lead in managing and providing technical leadership to Pact?s work in the area of HIV/AIDS prevention and supervises the prevention team. The SPO/Manager will promote capacity strengthening of relevant Pact Vietnam staff and partner organizations through mentoring and training in HIV/AIDS prevention. The incumbent will also develop and implement monitoring and quality assurance/improvement tools and processes to ensure Pact sub-partners active in HIV/AIDS prevention implement quality programs with tangible behavior change outcomes.

Desired Education, skills and qualities

* Masters degree in public health or a related social science

* At least 5 years experience in the HIV/AIDS prevention field

* Proven professional experience in the following areas:

o Behavior change communications

o Peer outreach approaches

o Programming with at least one of the following risk groups: commercial sex workers, clients of sex workers, injecting drug users, vulnerable youth

* Significant experience in program design, implementation, monitoring and evaluation

* Familiarity with the full continuum of HIV/AIDS prevention, care, and treatment programming

* Experience working in an international NGO context a strong plus

* Ability to develop capacity of staff through mentoring, training, trouble shooting, and consultation

* Strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment

* Ability to communicate technical issues effectively and persuasively

* Demonstrated ability to transfer knowledge and build partnerships with local organizations

* Strong training skills

* Supervisory experience

* Advanced spoken and written English (for non-Vietnamese applicants, knowledge of Vietnamese preferred)
